Description
Under the supervision of the Director of Land Use Services, enforces the Otsego County Zoning Ordinance including the investigation and follow-up of zoning violation complaints. Provides information to individuals and groups on the zoning ordinance. Performs administrative, data entry and customer service support for the Planning and Zoning Department. Answers questions related to the zoning permit application process from the public in person or via telephone.

- Investigates alleged violations of the county’s ordinance code such as trash/clean-up, junk vehicles, and other property maintenance issues. Discusses matters with complainants, contacts the property owners, makes on-site inspections and initiates the process of correction or compliance.
- Discusses needed corrections with those individuals found in violation of the ordinance code and sets up a timetable for compliance.
- Documents all action taken on complaint reports and worksheets.
- Monitors progress towards compliance by making on-site inspections and/or communicating with individuals found in violation.
- Issues notices of violation or court appearance tickets to individuals for violations not corrected by voluntary compliance.
- Reviews zoning permits for approval. Researches land divisions for approval.
- Receives telephone calls and assists walk-in visitors, providing them with information regarding functions of the department.
- Types a variety of materials such as letters, memoranda, notices, correspondence, reports and meeting minutes.
- Maintains permit records for the zoning function.
- Assembles case information for cases that goes before the Planning Commission and Zoning Board of Appeals.
- Takes minutes at Planning Commission meetings.
- Orders materials and supplies for the department.
- Performs other duties as directed.

Requirements include the following:
- High school diploma supplemented with additional vocational training in records and data management and one year of experience in municipal code or ordinance enforcement.
- A Michigan Vehicle Operator’s License.
- Thorough knowledge and understanding of applicable property maintenance and zoning ordinances, regulations, and of the principles and practices of code enforcement and site inspections.
- Good knowledge of the legal system and liability issues as they relate to code enforcement.
- Ability to document, review, analyze, and communicate pertinent information regarding code enforcement, and to perform thorough reviews and inspections of property sites.
- Ability to exercise a high degree of diplomacy in contentious or confrontational situations.
- Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with property owners, residents, elected officials, employees, other governmental and regulatory agencies, and professional contact
- Skill in the use of office equipment and technology, including Microsoft Suite applications, database use and the ability to learn new software programs applicable to the position.
