Hours: 37.5 per week
Salary: $15.03 hour (There will be an increase in January 2023) Plus Benefit Package (medical/vision/dental/life insurance/retirement and more).
Duties:
Under the supervision of the County Clerk/Register of Deeds, this position is responsible for coordinating official elections held within the County to ensure accuracy, efficiency, and conformance with County, State, and Federal election requirements.
Performs tasks as assigned in the County Clerk and Register of Deeds Offices including a number of bookkeeping and clerical functions such as, but not limited to, telephone answering, typing, filing, posting, may also involve collection of fees and providing general information to the public.
Examples of Work:
Supervises election preparation, ordering, printing, and distribution of ballots, notices, and other election materials.
Provides technical assistance and emergency advice and assistance to local officials.
Acts as a resource person for all County, State, and Federal primary, general, and special elections.
Assists in coordinating election dates with activities of the County Special Election Commission, in accordance with State statues to approve special elections for local units within the County.
Notifies each City and Township Clerk of the date of elections, names of candidates, and offices to be elected, and any changes in election laws and procedures received from the State Director of Elections, to insure accurate and efficient conformance with County, State, and Federal election procedures.
Provides absentee ballots to City and Township Clerks for distribution in accordance with Federal, Congressional, State Senate, State Representative, and County Commissioner District, to insure compliance with election procedures.
Monitors State statues for any changes in election legislation involving procedural changes, to insure legal and efficient processing of elections and to recommend local improvements in registrations, canvassing, filing, voting, recount, and reporting of elections.
Forward proof ballot to each candidate for approval and certificate of nomination, in accordance with Federal and State election procedures.
Maintains a permanent record of the number of ballots issues to each precinct for each election and a permanent record of all election results, by precinct, for statistical use, and in election recounts, to provide the results of such recounts.
Develops and helps conduct training sessions for workers involved in regular, special, and odd year elections to provide properly trained workers for elections.
Determines, according to State law, expenses to be charges and collected from units of government or school districts in the County, for services performed by the County Board of Canvassers in canvasses and reounts in County elections.
Receives and certifies recall petitions, as well as nominating petitions, for County candidates and for precinct delegates, to determine if candidates are eligible to be placed on the ballot by checking eligible signatures on petitions.
Oversees the maintenance of campaign financial disclosures statements submitted by each candidate and public official in accordance with State and local requirements, in order to monitor receipts and expenditures of candidates and committees.
Reponsible for all the voter registrations from the Secretary of State and the designation to the proper Clerks.
Responsible for the daily bookkeeping in the absence of the Chief Deputy Clerk.
Reponsible for recording and idexing all birth, death and marriage records and sending to the State. Responsible for monthly vital records reports. Responsible for recording and indexing DD214's, DBA's, notary applications, and misc. filings. Responsible for daily filing of recorded Circuit Court documents.
Handles all other counter responsibilites, such as Circuit Court filings, passport applications, vital records, Concealed Weapons permits, DBA's, notary applications, etc.
Responsible for the genealogy requests which include researching family births, deaths, and marriages.
Performs other tasks or duties requested by Supervisor.
Required Knowledge, Skills and Abilities:
Ability to deal tactfully and interact with public officials, staff, and the general public.
Ability to communicate clearly and effectively, both orally and in writing.
Ability to speak effectively in public groups.
Ability to prepare and maintain records and reports.
Working knowledge of office equipment, i.e., copy machine, calculator, typewriter, fax machine, postage machine, computers, and computer programs including Excel and Microsoft Word, etc.
Minimum Qualifications:
- Associates degree in business, clerical or legal field.
- Ability to pass a physical.
- Must be able to life 25 pounds.
- Must be able to type at a rate of 45 words per minute with a degree of accuracy of high as measured by the appropriate test.
- Must be able to spell with a degree of accuracy as measured by the appropriate test score of 85%.
- Must be able to exhibit bookkeeping skills medium or better as measured by the appropriate test score of 75%.
- Must be able to be bonded.
