CLINICAL ASSESSOR
Under the direct supervision of the Director of Grants and Community Engagement and the general supervision of the 36th District Court, the Clinical Assessor provides assessments for persons who suffer from addiction, mental illness, co-occurring substance use disorder and mental illness, or post-traumatic stress in order to prevent them from cycling through the criminal justice system by connecting them with treatment programs (mental health and/or co-occurring substance use disorder treatment) they need to maintain stability.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
- Provides assessments for persons who suffer from addiction, mental illness, co-occurring substance use disorder and mental illness, or post-traumatic stress in order to prevent them from cycling through the criminal justice system.
- Conducts initial assessments to determine eligibility and ensure that an initial treatment plan is developed that will identify the services and level of care needed.
- Connects clients with the treatment programs (mental health and/or co-occurring substance use disorder treatment) they need to maintain stability.
- Conducts confidential substance use disorder and mental health assessments to determine an individual’s diagnosis and level of care for placement, such as residential treatment, inpatient treatment, IOP, OP, or early intervention services. This may also include referral for psychiatric services or co-occurring treatment.
- Makes placements to the appropriate facilities based on the outcome of the assessment interview.
- Works with treatment agency’s clinical staff to ensure a smooth transition to treatment services.
- Uses a strengths-based and trauma-informed approach to work collaboratively with clients and internal treatment team members to help support clients in their treatment.
- Provides clinical consultation to referral resources, family members and others to help support clients in their treatment.
- Works closely with clients to engage them in the decision-making process and help them understand the benefits of assessment and accessing the appropriate level of care.
- Collects and reviews referral information upon assignment of clients from the referral source and consults with others as needed to support coordination of services and scheduling of client assessments.
- Collects information from collateral resources to aid in determining diagnosis and need for treatment.
- Makes referrals to the most appropriate programs and agencies in an effort to help clients access the right level of care to best meet their treatment needs.
- Monitors client’s access to and involvement with treatment plans to help address barriers to treatment and the recovery process.
- Provides follow up with clients within seven days of program referrals to assess progress and satisfaction with the program.
- Completes required documentation and maintains quality up-to-date clinical records.
- Conducts quality assessments that meet DSM-5 and ASAM criteria.
- Provides updates/recommendations during weekly staff meetings with respect to client progress, issues, treatment plan compliance and any clinical updates.
- Serves as a clinical representative during court hearings.
- Consults with supervisor and/or providers as needed.
- Maintains working knowledge of substance use disorder and mental health agencies and programs and also a list of resources that can be shared with clients.
- Ensures that providers are in compliance with National Association of Drug Court Professionals (NADCP) best practices for Substance Use Disorder and Mental Health treatment.
- Attends yearly training with NADCP to stay abreast of best practices for Mental Health and Substance Use Disorder treatment.
- Attends staffing meetings and review hearings.
- Provides the Court with a report on participant compliance (or non-compliance) with the treatment plan. The report should include any change in status particularly regarding housing, employment, or absconding from the program.
- Notifies the Court and/or case manager of a participant/defendant’s failure to comply with the Court’s orders.
- Manages the delivery of treatment services.
- Provides treatment modalities including, but not limited to, cognitive behavioral therapy, trauma-informed care, motivational interviewing, individual addiction therapy and group support therapy.
- Offers insights and suggestions on the treatment plans of individuals in the program.
- Provides and/or enters data into Drug Court Management Information System (DCCMIS).
- In the event of a natural disaster or pandemic, immediately 1) provides the Court with an agency emergency plan (continuity of operations) and 2) executes the plan to ensure that participants continue to receive services.
- Works with individuals to establish a solid support system and develop healthy coping skills to live a productive life in their community.
- Performs related duties as assigned.
REQUIRED EDUCATION:
A Master’s Degree from a recognized college or university in a Human Service, Social Service, Psychology, Counseling, Social Work or a related field.
REQUIRED EXPERIENCE:
Two (2) years of professional experience in a behavioral healthcare, mental health, or criminal justice setting.
REQUIRED LICENSE(S).
- A valid State of Michigan Driver’s License with a safe and acceptable driving record.
SPECIAL CONDITIONS:
This is a grant funded position. The grant funds are allocated on a year to year basis. If the grant funds are not allocated, this position will expire.
Although this position will work under the supervision of the Grants and Community Engagement Director for the Detroit Wayne Integrated Health Network (DWIHN), DWIHN will only pay for the fringe benefits for this position and the incumbent of this position will have not have status as a DWIHN employee.
WORKING CONDITIONS:
Work is usually performed in a Court setting at the 36th District Court but requires the employee to drive to different sites throughout Wayne County and the State of Michigan.
