Position Title: Lead Systems Analyst
General Summary: Under general direction, has duties of instructing, directing, and checking the work of other systems analysis personnel. Formulates and defines system scope and objectives based on user defined needs. Devises or modifies procedures to solve complex problems considering technology capacity and limitations, operating time, and form of desired results. Prepares detailed specifications from which programs will be configured or coded. Analyzes and revises existing system logic difficulties and documentation as necessary. Has full technical knowledge of all phases of applications systems analysis. Competent to work at the highest technical level of all phases of applications systems analysis activities. Works collaboratively with clinical and business owners to provide IT solutions that meet the needs of the areas involved. Provides mentoring, guidance and training to less experienced analysts.
Essential Duties:
1. Demonstrates good business skills and works effectively to build relationships with client departments, management, clinicians and physicians.
2. Coordinates activities necessary to accomplish the expected outcomes of multiple initiatives as assigned by department manager or department head. May assist in the delegation, coordination and motivation of staff.
3. Demonstrates proactive, effective communication skills including excellent written, verbal and presentation skills; provides verbal and written status reports, manages meetings and facilitates requirements and problem solving.
4. Responsible for effective use of project management concepts, tools and process improvement techniques.
5. Works with customers to define and organize user department system requirements for automating and/or replacing information systems in specific application areas.
6. Maintain an understanding of the organization and the tools available in order to successfully plan work detail and schedule resources to meet target dates. Coordinates multiple activities, participates in setting priorities and provides direction to others.
7. Recognize concerns and/or issues and appropriately advises management. Provides and ensures that there is appropriate and effective follow up to all identified concerns/issues.
8. Identifies, analyzes, designs, develop, test and implements improvements to existing information systems. Investigates, resolves and performs follow-up task on system and related problems.
9. Mentor and direct the work of IT Analysts and Systems Analysts including adherence to standards and quality assurance review, breaking down complex configuration and/or programming assignments into detailed specifications and providing expert-level assistance in trouble-shooting application configuration/programming issues.
10. Provides 24 x 7 support. Participate in an on-call rotation to provide off-hours end user support.
Standard Qualifications
Bachelor's degree or equivalent combination of education and work experience required
7 years progressively more responsible experience in a healthcare or IT environment
3 - 5 years' experience in advanced technical build of and proven success in advancing thecomponents of Population Health/Healthy Planet including, new rules-based health maintenance measures, new registry build including complicated metrics and measures, risk stratification, data sharing, Care Management, Covid-19 Population Explorer Dashboard with access to Slicer/Dicer for research and reporting. Bringing in external data for closing health maintenance gaps in care, SDOH (Aunt Bertha), pre-diabetes program, and direct oral anti-coagulation medication monitoring build. Healthy Planet Link to help resolve care gaps, Happy Together for unified patient portal, and advance data availability for pop health foundation. Preferred
5 plus years' experience in building, leading and interpretation of Quality and Regulatory programs including but not limited to MIPS, MU, CPC+, MSSP, HEDIS and other payer incentivized programs. Extensive understanding and technical build experience in all Epic builds supporting Direct Addresses, CareEverywhere, quality measures, system level definitions, FHIR applications, Roster Management Engine, BPA's, My Panel Metrics, submission of data to CMS. Assist in the development of knowledge databases supporting quality and regulatory builds including technical build standards, CMS regulations, ONC regulations, payer program regulations, audit requirements of all programs and deep understanding of contract and licensing agreements.Preferred
