Position Summary
This Budget and Personnel Officer manages all budget operations for the Division including but not limited to: monitoring the day to day operations to ensure all units and subunits practice fiscal responsibility; implement internal control procedures; coordinates budgets process with the Office of Budget and Planning; assists with the development and implementation of Division-wide financial policies. This position serves as the Fiscal Officer for all account types such as gift, endowment, discretionary, auxiliary, grant accounts, etc. Provides information regarding strategic financial planning and procedures and prepares financial analysis and other reports as needed. Serves as the liaison between the Division and other units central to financial operations of the University.
Human resource functions undertaken through this position include coordinating, providing leadership and direction for all human resource processes in the Division including but not limited to: hiring, evaluation processes, raise processes, supporting and maintaining policies and procedures that align with the University and other HR-related entities, and acting as a liaison between the Division and units central to Human Resource operations of the University.
Oversees and directs building renovations, office renovations and maintenance projects for the Student Service Building. Serves as Building Liaison with DPS, and other units central to the University performing renovations, building access, building security and safety, updates and upgrades, etc.
Unit Specific Education/Experience/Skills
Knowledge equivalent to that which normally would be acquired by completing a four-year college degree program in Business Administration, Accounting, Management or field related to employing unit; five to eight years of related and progressively more responsible or expansive work experience in financial or accounting practices, developing research projects, funding and grant practices and/or experience in a field related to the area of employment; or an equivalent combination of education and experience.
Desired Qualifications
Preferred experience as an account manager/fiscal officer and/or unit human resources administrator; prior experience hiring and/or working directly with executive managers; strong critical thinking and analytical skills; excellent attention to detail; excellent verbal and written communication and interpersonal skills; the ability to work in a fast-paced environment and to multi-task and prioritize projects; ability to maintain confidentiality and act with discretion; ability to work independently as well as collaboratively; working knowledge of the university''s Manual of Business Procedures; familiarity with MSU business systems (e.g., Cognos, EBS, KFS, SAP).
