Job Description
Position Overview:
The Safety & Security Manager is responsible for the overall operation of the safety and security department to include overseeing and assuring the safety and security of all students and staff at the Job Corps Center; while simultaneously adhering to all standards set forth by The Department of Labor and all federal, state and local agencies.
Primary/Major Duties and Responsibilities (Essential Functions):
•Responsible for Center safety and security.
•Oversee and manage Safety and Security staff
•Develops and revises safety and security policies and procedures (SOPs). Develop, maintain and/or revise a comprehensive annual Safety Plan for approval by the Department of Labor and Alutiiq Education and Training corporate office.
•Manage the Center's Emergency Response Team. Conducts risk audits and assessments.
•Conducts Center investigations as needed. Ensures student and staff rights are not violated during investigative sessions to ensure compliance with DOL, Corporate and Center guidelines.
•Coordinates Center search and seizure activities that coincide with Policy and Requirement Handbook (PRH) guidelines; confiscates contraband, weapons, etc. and disposes of same according to legal and Center guidelines.
•Acts as liaison between Center, federal, state, and local law enforcement agencies.
•Schedule and facilitate quarterly Environmental Inspections and annual Occupational Health and Safety (OSH) Reviews to align with Department of Labor (DOL) requirements.
•Collaborate with Work Base Learning Coordinator to ensure work base learning sites are safe and provide practical learning experiences for students.
•Facilitate and administer monthly drills to include but not limited to active shooter, fire and extreme weather drills. Develops and maintains Center Safety/Security Plan.
•Ensure all center fire extinguishers are inspected monthly as required by the PRH.
•Investigates staff and student accident/injury reports; ensures reporting accuracy and practices.
•Provides orientation to new students and staff regarding safety and security policies and practices.
•Effectively manage the Safety and Security department by hiring competent staff who are solely dedicated to ensuring staff and student safety at all times.
•Ensure staff members have adequate training to complete key areas of responsibilities. Cross-trains department employees. Ensures that departmental staff completes all DOL, Corporate and Center training as required.
•Develops Others: delegates tasks or responsibilities for the purpose of developing others' abilities, reassures and encourages performance improvement, provides timely coaching.
•Serves as lead for the Center's Safety Committee and the Student Government Association's Safety Committee, and serves on the Assault Response Team (SART).
Secondary Duties and Responsibilities:
•Alternate staff work schedules to guarantee proper staff coverage at all times.
•Coordinate with Human Resources to administer gate access cards to all staff and access time records upon managers' request.
•Coordinate daily, weekly and monthly Center inspections.
•Provide transportation needs to the Center.
•Schedules staff meetings at regular intervals, ensures meeting minutes are accurate.
•Participates in CMT, ensures that all staff participate in CMT.
•Ensures equipment assigned to the department is properly accounted for and maintained in good condition. Notifies the Center Director of repair/costs above routine expenditures.
•Monitors budget for assigned departments and maintains spending limits as applicable. Tracks spending of staff each month.
•Provide support to the Career Development Services System (CDSS) department to ensure student job readiness.
•Periodically audit staff time to ensure compliance with corporate time keeping policy.
•Participate in weekly conference calls with corporate officials to promote ongoing awareness and compliance of all safety and security regulations.
•Ensures accuracy and timely submission of all employee timesheets so as to remain in compliance with company policy.
•All other duties as assigned.
Required Skills
Required Education and Experience:
•High School Diploma or GED equivalent.
•Three years of safety and security work related experience in addition to supervisory experience.
•Valid driver's license.
•CPR certification.
•Ability to make sound decisions and utilize good judgment at all times.
•Proficiency in Microsoft Office applications.
•Excellent oral and written communication skills.
•Valid state driver's license;
•OSHA 600 and others as required by the DOL.
Preferred Education and Experience
•Bachelor's Degree in related field.
