The Program Advisor is responsible for providing all customers with consistent, timely, and accurate information on the program opportunities available through the Michigan Works! American Job Center Network, determining eligibility for the Trade program, assessing customer needs, and guiding them through the career development or job search process. The Program Advisor is also required to maintain accurate records in accordance with departmental, local, state, and federal guidelines/regulations. The Program Advisor also promotes the availability of all programs and applies program eligibility criteria consistently to all customers who seek assistance. This includes making referrals for appropriate opportunities on behalf of the customers, guiding customers through the available resources in the One Stop Department, and maintaining consistent contact with customers on assigned caseloads. The Program Advisor utilizes all automated data tracking systems to effectively manage their assigned caseload and maintains and records regular contact with customers. The Program Advisor also coordinates services, activities, and benefits with state Trade and UIA staff members and surrounding MWA partners.

RESPONSIBILITIES INCLUDE:

• Assists in conducting group and individual worker orientations to explain program benefits and guidelines to customers. Provides information, responds to questions and inquiries regarding program eligibility, and conducts thorough, informative sessions for customers.
• Greets each and every customer in a friendly, professional manner, provides information on the benefits or services available, and guides customers through the appropriate registration processes or to the appropriate community resource.
• Assesses, evaluates, and records customer needs, develops activity plans and goals for the customers in their Individual Employment Plan and/or ISS, based on their assessments and needs.
• Participates in and conducts active case management, as well as performs follow-up on all customers to facilitate progress towards basic skills, job search, placement and/or training goals.
• Maintains contact with customer caseloads to track progress, document services delivered, and update necessary waivers and activity forms.
• Completes accurate and timely registrations and/or certifications of customers for various programs in compliance with applicable regulations and processes the paperwork according to local, state and federal guidelines and procedures.
• Maintains customer and program records in an organized, easily accessible manner to insure accurate and necessary documentation to support program eligibility and service delivery.
• Keeps updated on all programmatic regulations, including local, state and federal policies and procedures for all programs operated under the One Stop Department, including WIOA, Trade Act, ES, Special Grants/Demonstration Projects, National Emergency Grant projects, and any new programs as they may become available.
• Assists with Job Club, develops and facilitates job-search related activities and identifies employment opportunities for program customers.
• Acquires and maintains basic eligibility and service availability knowledge of programs operated by the One Stop partners and their related community agencies in order to provide customers with accurate and adequate information when making referrals.
• Completes data entry of all applicable customer records in an accurate and timely manner, processes the necessary paper work to the funding source within the allowable time frame, and maintains consistent contact/case notes in the case management and OS/MIS databases.
• Provides application completion assistance to individuals who are unable to complete their program applications, Talent Bank resumes and any related forms. Provides resume-development assistance.
• Instructs customers, as needed, in the Talent Bank process, assists with the completion and data entry of Michigan’s Talent Bank applications, and provides technical assistance in utilizing the numerous resources available in the One Stop Service Center.
• Assists in scheduling customers for available workshops, as appropriate, as well as individual appointments, job fairs, application notices and other related events. Assists with job referrals.
• Assists with the completion of post-program follow up, in accordance with established procedures and programmatic regulations.
• Visits training locations to conduct site visits and may travel to other One Stop Centers to assist with customer worker orientations or to conduct individual program information sessions and program registrations.
• Conducts assessments utilizing approved test instruments in accordance with established procedures, evaluates and interprets the results for the customers, and provides career guidance to enable them to make informed, career choices. Assists customers in locating approved and appropriate schools and training programs.
• Maintains updated knowledge of the local labor market, career-development techniques, job-search skills, related resources, training opportunities, in-demand occupational training, and self-help materials to assess customer’s marketability and provide appropriate career guidance.
• Assists in program outreach events, including Rapid Response Worker Orientation, Job and Career Fair, and Opportunity Fair sessions.
• Attends Southeast Michigan Community Alliance (SEMCA) and state meetings, participates in training activities and One Stop events.
• Successfully completes the Career Development Facilitator (CDF) training and any other training as may be required.
