Procurement Buyer Oracle ERP | Defense Supply Chain Sterling Heights, MI $52.89-$55.06/Hour U.S. Citizenship is required by Federal Law We are hiring a Procurement Buyer to support defense manufacturing and supply chain operations, managing supplier relationships, subcontracts, and purchase orders for fixed-price and cost-reimbursement agreements. This role requires knowledge of Oracle ERP, Material Requirements Planning (MRP), procurement processes, RFQs, RFPs, cost and price analysis, contract negotiations, and supplier performance management to support program cost, quality, and delivery requirements. Responsibilities: * Manage procurement activities, supplier relationships, subcontracts, and purchase orders for fixed-price and cost-reimbursement agreements. * Analyze Oracle ERP and Material Requirements Planning (MRP) requirements to identify purchasing needs and ensure timely material availability. * Prepare and issue Requests for Quotes (RFQs), Requests for Proposals (RFPs), and Requests for Information (RFIs). * Conduct supplier proposal evaluations, cost and price analyses, and fact-finding activities to support purchasing decisions. * Negotiate supplier proposals, pricing, and contract terms to meet program requirements and cost targets. * Prepare, place, administer, and monitor purchase orders and subcontracts to ensure supplier compliance, cost control, and on-time delivery. * Coordinate supplier source selection activities and evaluate procurement options. * Serve as the primary liaison between suppliers, functional departments, and program offices to resolve quality, design, payment, and delivery issues. * Review material planning requirements and supplier lead times to ensure purchase orders are placed within required schedules. * Conduct supplier communications and onsite program reviews to monitor subcontract performance and resolve issues. * Ensure procurement activities comply with applicable purchasing laws, regulations, and contractual requirements. * Maintain procurement schedules, purchasing priorities, and status updates to support program objectives and performance metrics. * Perform other duties as assigned. Qualifications: * US Citizenship Required * Ability to obtain a U.S. Security Clearance if required; non-U.S. citizens may not be eligible. * Bachelor's degree in Business or a related field. * Knowledge of Oracle ERP systems and associated business applications. * Experience conducting procurement cost and price analyses, including preparation of supporting documentation. * Experience negotiating supplier pricing, proposals, and purchasing agreements. * Understanding of procurement processes, purchasing systems, and Material Requirements Planning (MRP). * Ability to manage purchase order activities, supplier relationships, purchasing priorities, and multiple procurement requirements. * Ability to coordinate supplier and program issues, meet procurement deadlines, and communicate purchasing status to stakeholders. * Ability to support procurement team objectives and performance metrics. * Willingness to travel domestically and potentially internationally, up to 20% as required. * Ability to work outside regular business hours to address critical program or procurement issues. Preferred Qualifications: * Bachelor's degree with a concentration in Supply Chain Management. * Proficiency with Microsoft Word, Excel, and internet-based business applications.
