Technical Program Manager, Cybersecurity & Agile DeliveryPosition Description
The Technical Program Manager will plan and oversee the execution of projects and programs focused on technology implementation, application development, infrastructure, and technology upgrades. Projects may include enterprise applications, SaaS solutions, internal infrastructure, networking, data centers, labs, and other technology capabilities.
This individual may also serve as a Scrum Master or Agile Coach, helping teams effectively adopt and operate within Agile, Scrum, Kanban, and Lean principles.
The role will work closely with technical teams, cybersecurity, compliance, risk, business stakeholders, vendors, and other cross-functional groups to drive projects from planning through delivery.
Key Responsibilities
- Develop comprehensive project plans and define project/program scope, objectives, goals, milestones, and deliverables for enterprise technology initiatives.
- Drive problem-solving and continuous improvement initiatives in partnership with IT teams, technology vendors, and other stakeholders.
- Facilitate development and implementation efforts by creating efficient, streamlined processes between internal teams and external technology providers.
- Communicate project status, risks, metrics, and updates across multiple organizations and stakeholder groups using quantitative measurements where appropriate.
- Ensure project and program objectives and deliverables are completed within agreed-upon scope, timelines, budgets, and allocated resources.
- Provide accurate, insightful analysis and reporting, presenting information clearly for leadership presentations and project reviews.
- Identify project and program risks and develop mitigation plans to support timely delivery.
- Manage technology product goals and forecasts while partnering with technical development teams to translate long-term objectives into actionable technology strategies and implementation roadmaps.
- Guide project execution using established frameworks and software development lifecycle methodologies, including Agile and Waterfall.
- Manage Agile ceremonies and cadences for a technical tooling team supporting multiple global stakeholder groups, including:
- Sprint planning
- Backlog grooming/refinement
- Retrospectives
- Daily stand-ups
- Establish new Agile and iteration cadences as team structures, project scope, or stakeholder requirements evolve.
- Build and maintain reporting through Jira and other tools, including ALM and X-Ray, to track velocity, throughput, capacity, and delivery risk.
- Define and track team health and delivery metrics, including velocity, cycle time, sprint predictability, and defect escape rate, to drive continuous improvement.
- Develop and deliver management-level status updates covering project progress, risks, scope changes, and escalations.
- Identify and drive the removal of obstacles and blockers impacting the team's ability to deliver.
- Balance and T-shirt size workloads across technical staff to support sustainable and realistic capacity planning.
- Ensure requirements are clearly written and aligned with stakeholder needs.
- Coordinate testing, QA, and UAT activities throughout the SDLC in partnership with engineering and business stakeholders.
- Partner closely with GRC platform teams, data analytics, cybersecurity, compliance, risk, and business teams to solve problems and deliver enterprise value.
- Ensure the quality of project deliverables and manage scope across large, complex, multi-stakeholder initiatives and iterations.
- Build strong stakeholder relationships to ensure requirements are clearly understood and issues are resolved efficiently.
- Support vendor coordination and technology integration efforts where applicable.
