RATE OF PAY: $20.98 per hour entry, progressing to
$24.94 per hour after 2 years (TU08)

This position falls under the U.S.W. Local 15157 collective bargaining agreement, although membership in the union is voluntary. Generally, 40 hours per week, may be required to perform some overtime as directed by supervisor.

GENERAL SUMMARY: Processes medical billing transactions requiring a thorough knowledge of countywide and departmental budgeting, accounting and reporting procedures and a general knowledge of these same procedures relative to grants. Performs a variety of accounting and reporting functions as primary accounts receivable clerk. Using well-defined policies and procedures performs program specific billing and communicates with billing clearinghouses, Medicare, Medicaid and other program agencies regarding claims, payments and credentialing. Serves as clerical backup to clinical and program areas as necessary. This position reports directly to the Business Services Manager.
ESSENTIAL FUNCTIONS:
- Provide timely and accurate processing of medical and clinical billing; ensuring processes to verify insurance coverage is complete, process all rejections, accordingly, propose write-offs and uncollected revenue to management; reconcile all payments, assist with training staff on billing procedures and invoice agencies and organizations for clinical services outside of third-party reimbursement.
- Processes accounts receivable and reviews/analyzes outstanding accounts receivables.
- Assists the health department managers in the development and submission of reports and other data to the Michigan Department of Community Health or any other state/federal agency regarding any public health grant programs and funding, including outstanding third-party payments to clinics.
- Maintains correspondence and/or documentation as necessary for third-party billing, reimbursement and review. In addition, this position will audit files for quality assurance purposes as directed by Business Services Manager.
- From departmental records and in conformance with accounting standards and procedures, reviews cash receipts to verify accuracy of coding, making changes as necessary.
- Prepares assigned departmental collections and receipts to verify accuracy of account distribution, and routinely reconciles accounts. Prepares collections for transmittal and deposit. Transports deposits as directed.
- Responsible for remedying problems in collections of past due accounts, including computation of interest or penalties, contacting customers to establish payment plan, and recommending write offs of uncollectible accounts. Responsible for the collection of non-sufficient funds checks and associated fees.
- Responsible for monthly, quarterly, semi-annual and annual processing, under the direction of the Health Officer and Business Services Manager. Assists with fiscal and grant year end closings.
- Participates in program and billing audits.
- Carries out special projects, researching financial problems as directed by supervisor.
- Provides backup and ancillary duties to other clerical and program staff. Requires cross training with staff as required by supervisor.
- Facilitates/prepares purchase requisitions, disbursement vouchers, and invoices for assigned health department programs.
- Distribute and maintain the health department's petty cash and change box.
- In times of a public health emergency, may be required to report for specialized assigned duties inside or outside of Bay County and perform emergency response roles, as required.
