Business Analyst
Location: Lansing, Michigan (Hybrid)

Duration: 12+ months
Role Overview
This position serves as a senior IT Business Analyst for mission-critical applications. The role involves collaborating with clients and professionals to develop requirements, analyze data for projects, recommend process and business flows, and build consensus on system requirements. The Business Analyst will lead activities for Requests for Proposals (RFP), estimate project costs, establish action plans, conduct impact analysis, and implement test strategies. This person will also serve as a liaison to vendors and an IT system owner, representing the agency for strategic planning and impact analysis.
Key Responsibilities
- Collaborate with clients to develop requirements and analyze data in support of projects.
- Make recommendations for process and business flows and develop consensus on business and system requirements.
- Lead activities associated with Request for Proposals (RFP), including drafting requirements.
- Estimate project costs, establish action plans, and complete impact analysis.
- Serve as a liaison to vendors and an IT system owner representing the agency.
- Engage with agencies to establish and fulfill strategic goals through IT service delivery.
- Inform and escalate issues and risks in a timely manner.
- Perform project-level analysis and produce documentation such as swim lanes, sequence diagrams, and use cases.
- Direct and organize requirement capture activities and establish project goals.
- Develop and evaluate policies and procedures, and prepare reports.
Required Qualifications
Education: A bachelor's degree is desired in a field such as computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management, or mathematics.
Experience:
- Experience in documenting and gathering business, functional, or technical requirements for software projects.
- Experience in the estimation, planning, and forecasting of projects.
- Knowledge of IT project planning, development, and implementation.
- Knowledge of the Software Development Lifecycle and related methodologies (e.g., Agile, CMMI).
Technical Skills:
- Knowledge of business analysis methodologies and process modeling.
- Advanced proficiency with all MS Office applications, MS Project, and Visio.
- Ability to organize and develop test plans and test cases with business subject matter experts.
- Knowledge of application development environments and related tools.
Preferred Qualifications
- Prior State government experience.
Work Environment
This is a hybrid position requiring the resource to be onsite from day one. The work schedule includes two days a week onsite in Lansing, MI, with Wednesday being a mandatory onsite day. Candidates must be local to Michigan at the time of submission. In-person interviews are required.
