SUMMARY:
Articulate, implement, and monitor Federal, State, and University equal opportunity and non-discrimination policies, mandates and priorities; advise University officials on a wide variety of legal matters and topics. Reports directly to the General Counsel and indirectly to the University President. Responsible for maintaining the confidentiality of designated information. Works in partnership with Human Resources and in a liaison capacity with campus constituencies.
Essential Responsibilities
- Ensure compliance with Federal, State, and University equal opportunity policies, procedures, and reporting mandates.
- Review, investigate, and attempt resolution of complaints of civil rights violations.
- Direct the activities of the Equal Opportunity Office.
- Serve as a liaison to all members of the University community for equal opportunity and serve as liaison between the University and state and federal agencies and groups.
- Conduct training and educational sessions for students, faculty, and staff.
- Monitor the hiring practices of the University in accordance with University policies to ensure compliance with Federal and State equal employment laws.
- Maintain knowledge of current equal opportunity and non-discrimination provisions and monitor the adoption of significant legislation, the issuance of significant court or administrative rules, regulations, guidelines, or interpretations affecting the University, and advise appropriate University officials of the same.
- Prepare annual Affirmative Action Program as required by federal mandate.
- Recommend proposed changes in the University equal opportunity policy.
- Provide leadership and advice for recruitment of individuals from under-represented groups at all employment levels of the University.

QUALIFICATIONS: To perform this job successfully an individual must be able to perform each essential duty satisfactorily. - Minimum: Bachelor’s degree from an accredited college or university, preferably in the areas of human resources, business, labor relations, or a related field.
- Preferred: Master’s degree from an accredited college or university, preferably in the areas of human resources, business, labor relations, or a related field; or J.D./L.L.B. degree from an ABA accredited law school; admission to the State Bar of Michigan or a state bar association, or eligibility for immediate admission.
- Minimum: Three years experience in human resources, equal opportunity, employment law, affirmative action, or civil rights matters.
- Preferred: Experience in higher education or other education environment.
Knowledge:
- Knowledge of all current Federal and State regulations regarding employment including equal employment law, complaint investigation and resolution.
- Experience in civil rights complaint investigation and resolution.
- Ability to effectively work with varied constituencies and viewpoints through the use of excellent communication, guidance, advising, and mediation skills.
- Demonstrated experience as a self-starter.
- Experience in conducting training and/or educational sessions regarding equal opportunity, goals and guidelines and civil rights laws and regulations.
- Ability to prepare affirmative action programs.
- Demonstrated commitment to all areas of equal opportunity and non-discrimination.
