Starting Salary Range: $84,700.00 - $102,400.00
Position Summary:
This position is responsible for performing professional procurement services, exercising extensive independent judgment and management capabilities. Duties involve the procurement life cycle of a variety of materials, equipment, construction, public works, capital projects, and services. Responsible for various aspects of materials management including inventory management, investment recovery, and e-commerce.
Essential Functions:
- Assists internal divisions in obtaining required purchases at the best price, delivery, and quality.
- Leads and manages the full procurement lifecycle, including requisition review, development of solicitations (RFPs, RFQs, IFBs), vendor evaluation and selection, contract negotiation and award, and ongoing post-award contract administration to ensure compliance, performance, and value realization. Develops and maintains positive working relationships with internal customers, suppliers, and peers.
- Participates on and leads supply teams, project teams, division improvement projects, etc. for complex procurements. Works cross-functionally.
- Confers with division representatives in the development and analysis of specifications and processes supply needs.
- Performs research, collects data, analyzes data, prepares cost benefit analyses, and makes purchase/disposal decisions.
- Leads and implements cost avoidance and cost savings initiatives through strategic sourcing, contract negotiations, spend analysis, and process improvements to maximize organizational value.
- Assures uninterrupted supplies and services.
- Ensures compliance with basic principles and procedures of purchasing and material management, including the application of some aspects of business law and the Uniform Commercial Code, and makes decisions accordingly.
- Exhibits personal and professional integrity
- Writes documents, including but not limited to bid documents (IFB, RFQ, RFP, Scope of Work).
- Measures supplier performance and benchmarks best practices.
- Acts as a resource regarding procedures and policies, software programs, etc. related to materials and services.
- Utilizes standard office software (spreadsheet, word-processing, database, web publishing), SAP procurement software, e-commerce, and in-house material management programs.
- Develops and manages strategic supplier relationships and performance. May travel from time to time to visit suppliers.
- Must follow BWL Safety Manual and wear personal protective equipment as required.
- Attends training for safety awareness or skills improvement as required by supervisor, BWL or governmental agency such as MIOSHA. Ensures compliance with public procurement statutes and utility regulatory requirements

Required:

This position requires knowledge equivalent to that which normally would be acquired through a bachelor’s degree or equivalent in supply chain management, engineering, or business-related field; or an equivalent combination of education and experience.

This position requires a minimum of five years of related previous procurement experience.

Professional certification from nationally recognized purchasing-related organization. i.e.-Certified Supply Chain Professional (CPCP), Certified Professional Public Buyer (CPPB), Certified Public Purchasing Officer (CPPO) obtained within 18 months of placement.

Must possess a demonstrated ability to identify, analyze, select, and negotiate with vendors/contractors.

Demonstrated process efficiency focus, cost savings realization and organizational change management capabilities.

Microsoft office certification or proven proficiency of Excel, Word, SharePoint, PowerPoint, and Teams

Minimum of two years working in a public procurement role

Valid MI driver’s license with an acceptable driving record.
Preferred:

Experience with commodities associated with utility distribution, production, or construction.

Experience with SAP or other Enterprise Resource Planning Systems.

CCCM certification (Certified Commercial Contracts Manager)

CSCP certification (Certified Supply Chain Professional)
