Title: Onboarding Specialist

Location: Remote/Virtual - Must work and live in the state of Michigan
Purpose:The Onboarding Specialist will support the onboarding of data messages into systems across the Public Health Administration. This position will coordinate onboarding activities and communicate with program areas, data senders, and application technical staff in order to ensure that incoming data in various messaging formats (i.e. HL7, FHIR, flat file) meets the needs of the program areas, the technical requirements of the systems, and confirms with existing implementation guidance.
Duties and Responsibilities:
Troubleshoot data quality, receipt, and import issues as they arise.
Work with vendors and DTMB to translate, articulate, and advocate for needed changes or enhancements to systems
Liaison with public health program areas to ensure subject matter expert input on data quality requirements are satisfied.
Prepare content for a variety of communication channels including web, email, print, video, and group presentations.
Provide public health informatics expertise to support onboarding and ongoing data exchange between healthcare organizations and state public health systems, ensuring alignment with public health reporting standards and interoperability requirements.
Coordinate and lead onboarding activities for new sites (clinic's, labs, hospitals, or health departments) including outreach, orientation, planning, communication and maintenance.
Facilitate collaboration among provider sites, HIE partners, and DHHS teams, helping stakeholders understand reporting expectations, technical options, and process requirements.
Interpret and communicate data and messaging standards (such as HL7, flat-file specifications, or other exchange formats) and translate program requirements into clear guidance for technical and non-technical audiences.
Support sites through testing and validation processes, including reviewing submitted data for completeness, structure, conformance to standards, and overall data quality, and providing clear feedback for remediation.
Work closely with DTMB and DHHS program areas to ensure routing needs, configuration changes, and system behaviors are understood and accurately reflect the data exchange workflows and requirements.
Track onboarding progress and maintain documentation to support coordinated and consistent onboarding practices across programs.
Assist with the execution and management of necessary agreements (such as data sharing or connectivity agreements), ensuring that required prerequisites are met before data exchange begins.
Develop and update onboarding materials for both internal teams and external partners.
Identify emerging issues in data quality, message interpretation, or workflow alignment and collaborate with internal and external stakeholders to resolve them efficiently.
Contribute to the evaluation and continuous improvement of onboarding processes to refine workflows, reduce bottlenecks, and establish sustainable practices.
Manage onboarding timelines and ensure milestones are met.
Work with MDHHS program staff IT teams to ensure onboarding meets program reporting requirements.
Always represent the best interests of MPHI and MDHHS.

Qualifications/Requirements:
Education: Possession of a bachelor's degree with a major in public health, epidemiology, informatics, computer science or other health, health policy, or health information technology-related field is required. Master's degree with a concentration in any of these is preferred.
Experience: Minimum of four (4) years' experience working in Public Health is required. Previous public health informatics or system support knowledge is preferred, and familiarity with electronic health messaging (HL7, FHIR, etc.) is highly desired. Knowledge of health data flows and basic understanding of message content, structure, and use within public health systems.
ImportantSkillsand Characteristics:
Must have extensive experience in the use of industry-wide database languages and the use of Microsoft Office Suite and SharePoint.
Must have familiarity with project management tools and principles.
Communicate complex information verbally and in writing, with both technical and non-technical partners to effectively train, monitor and report information.
Must be self-motivated and flexible to meet changing demands of a dynamic and remote work environment, and able to complete work in timely manner and handle multiple tasks on time with minimal supervision.
Must have the ability to plan, organize, and expedite projects on short timelines.
Should be familiar with common health messaging, document, and technology standards.
Strong organizational, coordination, and project-management skills.
Ability to work collaboratively with DTMB without performing technical implementation tasks.
Experience facilitating stakeholder processes across multiple teams and organizations.
Work Environment and Physical Requirements: Standard office environment, currently working remotely. Viewing a CRT or VDT screen 25% to 75% of the time. Occasional physical effort, including lifting materials and equipment up to 50 pounds. Valid vehicle operator's license to attend off-site meetings, conferences, and trainings.
