GENERAL SUMMARY:
Under the general direction of the Court Administrator, is responsible for the administration and direction of the Juvenile Detention Center. Directs a staff engaged in providing living accommodations, security measures, and programming for juveniles housed in the facility. Responsible for the development and implementation of programs and procedures to ensure meeting the security, medical treatment, and educational needs of the residents. Responsible to ensure compliance with all local, state and federal laws and licensing regulations for the facility. Responsible for personnel management, financial management and other administrative functions of the facility. This position will be hired and trained in preparation for the current Directors upcoming retirement.
ESSENTIAL FUNCTIONS:
1. Serves as the Chief Administrator responsible for the on-site day-to-day operations of the institution and compliance with state licensing rules.
2. Conducts written assessments, no less than once annually, and verify the facility’s compliance with the state licensing rules.
3. Develops and monitors service practices, policy and procedures, and incorporates policy revisions as instructed by the County/Courts and/or state licensing requirements. Corrects violations of policy and procedure.
4. Corrects and reports on any breaches of facility security measures.
5. Responsible for the administrative functions of the facility such as drafting the budget, maintaining financial controls, preparing budget adjustments, authorizing expenditures, oversee the approval of payroll and payment of vendors, and maintaining required financial reports. Prepares long-range plan for capital improvement requests.
6. As a manager of a large staff in a 24/7 facility, is responsible for personnel matters such as interviewing and hiring staff, oversees the scheduling and assignment of staff, training, reviewing and evaluation performance, and dealing with disciplinary and other employee relations issues. Responsible for providing leadership for all facility employees.
7. Oversees assignment of staff to 24-hour staffing schedules as required by state licensing laws, resident needs, safety and collective bargaining agreements.
8. Regularly conducts staff meetings and in-service programs.
9. Determines equipment needs, analyzes cost and confers with purchasing department as needed.
10. Maintains the confidentiality of resident files.
11. Oversees investigation of allegations of institutional abuse and coordinates involvement
of outside agencies.
12. May serve on-call 24 hours per day to assist staff on duty in resolving operational issues.
13. Serves as liaison with participating agencies and the juvenile court system.
14. Uses standard office equipment and software applications during work.
15. May be require to drive a County or personal vehicle during work hours.
16. All other duties as assigned.
17. Consistent and Punctual in person attendance is essential for this position.

QUALIFICATIONS:
A. Preferred: Master’s degree in social work, sociology, psychology, criminal justice, business or public administration, or related field and 2 years’ experience in a child caring institution or child placing agency, or:
B. Required: Bachelor’s degree in social work, sociology, psychology, criminal justice, business or public administration or related field and 4 years’ experience in a child caring institution or child placing agency.
Required: proven experience supervising a minimum of 10 staff members, ideally within a 24/7 operational environment. Strong verbal and written communication skills with the ability to interact effectively across all levels of the organization.
Physical: This position involves sitting and being mobile for significant periods of time. Additional
requirements include the ability to move objects according to the following weight & frequency: Generally, 20 pounds of force up to one third of the time.
