Benefits Manager

Duties:

• Manages the day-to-day operations of the County’s employee and retiree benefit programs, overseeing health and dental enrollments, qualifying life events, terminations, and Medicare Advantage transitions.
• Acts as the primary resource for plan participants; explains complex provisions and eligibility requirements to help employees and retirees navigate their options.
• Performs financial duties including reconciling carrier invoices, resolving billing discrepancies, and assisting with budget development and data entry for all insurance programs.
• Ensures compliance with federal and state regulations, including ACA reporting, COBRA oversight, and the maintenance of OPEB census data in coordination with Finance and external auditors.
• Administers employee leave and Workers’ Compensation programs, maintaining required records for OSHA and Right-to-Know standards.
• Supports workplace safety initiatives by managing Safety Data Sheets (SDS) and coordinating with consultants for annual assessments.
• Provides backup for pension administration and assists with cross-functional HR tasks, including payroll coordination and recruitment activities to promote operational continuity.

Education and Experience:

• Bachelor's Degree in human resources, public administration, or a related field and a minimum of three years of progressively more responsible experience in human resources benefits administration; OR
• Associate Degree in human resources, public administration, or a related field and a minimum of five years of progressively more responsible experience in human resources benefits administration.

Special Requirements:

• Related certification, such as SHRM-CP or PHR, preferred.
• Must possess and maintain a valid vehicle operator’s license and access to a reliable vehicle throughout the course of employment.
