General Summary:
The Senior Manager of Transportation supports the organizations Mission, Vision and Values of the
Saginaw Transit Authority Regional Services (STARS) through their high-level leadership of the Fixed
Route Department. In partnership with the Chief Transportation Operations Manager, the Senior
Transportation Manager is responsible for overseeing all dispatch and fixed route driver operations
ensuring the efficient movement of transit equipment and personnel in response to required services. The
Senior Transportation Manager serves as the Authority’s subject expert on fixed route operations including:
ridership data, union contract management, employee hiring/training/coachings/corrective actions, route
performance, fixed route bus stop changes, driver schedules and employee payroll. Remote Work: This job is
intended to be an onsite job at STARS main location and remote work will not be available. The work
schedule for the position will vary in coordination with the Fixed Route Supervisor’s schedule and may
change as new routes are added or eliminated.
Essential Job Functions:
1. Plan, organize, and manage the work of Fixed Route Operation Supervisors and Fixed Route Bus
Operators to ensure that the work is accomplished in accordance with Authority policy and
procedure and in accordance with union contract guidelines.
2. Serves as the agency representative for Fixed Route Operations with external partners. Fields calls
from external partners related to Fixed Route Operations.
3. Prepares, modifies, and maintains all scheduling data to ensure efficient use of transit personnel,
while serving as the Executive Director’s subject matter expert for the automated scheduling
system.
4. Develops and monitors non-financial statistic process and conducts testing to ensure data and
accuracy of non-financial information used in making transit service delivery decisions.
5. Works with union stewards, CHRO and Executive director to effectively administer employee
discipline.
6. Prepares routine driver trainings and conducts routine meetings with fixed route operators.
7. Maintains a high level of communication between a variety of partners including the executive
team, union leadership, security, external partners, and fixed route bus operators.
8. Maintains a high degree of professionalism, consistently representing STARS in a positive and
professional manner.
9. Compiles payroll reporting at the end of each pay period to be provided to HR.
10. Responds to customer concerns or complaints with compassion and empathy, seeks to de-escalate
passenger issues, continually works with passengers to resolve issues in a favorable way for the
passenger and the transit system.
11. Works with the Safety/Training Manager to reduce safety incidents and improve safety
performance.

12. Coordinates with Security to manage Fixed Route Operations on the plaza in a safe, positive manner.
13. Fill in for Operations Supervisor personnel during lunches and off days.
14. Exhibits strong collaboration with other members of the STARS Executive Team.
15. Oversees various transportation related projects, as issued by the Executive Director.
16. Other duties as assigned by the Executive Director.
Position Requirements:
Education: Bachelor’s degree in Transportation Management, Business Administration or related field.
Also required: Commercial Drivers License (CDL); Class B with P and S endorsements
Experience: Three to Five (3-5) years experience in transit operations required. Experience in
supervisory role a plus.
Equivalency: 8-10 years of experience in a directly related field in lieu of educational requirements with
at least five (5) years experience in a supervisory capacity.
