General Responsibilities:
Ø Provide direct onsite supervision and oversight of multifamily Weatherization construction activities.
Ø Serve as the primary onsite authority and point of contact for property owners, contractors, inspectors, and agency staff.
Ø Ensure all multifamily Weatherization work is completed safely, efficiently, and in compliance with Department of Energy (DOE), MDHHS, LIHEAP, MPSC, and agency standards.
Ø Protect customer privacy and maintain confidentiality of all information obtained in the course of service.
Essential Duties and Responsibilities:
Ø Directly supervise multifamily Weatherization projects in the field, including contractor performance, work sequencing, and site coordination.
Ø Plan, coordinate, and manage day-to-day field operations, including scheduling, contractor access, material staging, and workflow sequencing.
Ø Conduct regular onsite inspections to verify workmanship quality, adherence to specifications, construction schedules, and program requirements.
Ø Identify, document, and resolve field issues related to scope, health and safety, access, workmanship, or scheduling, escalating to program leadership as necessary.
Ø Serve as the primary decision-maker for routine field issues within established program authority, policies, and contractual requirements.
Ø Review and approve field documentation, photographs, and reports for accuracy, completeness, and compliance prior to job closeout.
Ø Coordinate closely with Energy Auditors, Quality Control Inspectors, administrative staff, and contractors to ensure smooth project progression.
Ø Support job closeout by verifying completion, documentation accuracy, and readiness for quality control inspection.
Ø Monitor contractor compliance with contractual requirements and program standards and provide documented performance feedback to program leadership.
Ø Represent the agency in meetings with property owners, management companies, contractors, and external partners.
Ø Mentor and provide field guidance to entry-level staff, including Multifamily Liaisons, as assigned.
Ø Travel regularly to multifamily project sites across the service area and work in outdoor and active construction environments.
Ø Perform other related supervisory and field-based duties as assigned to support Weatherization Program operations.
Secondary Duties and Responsibilities:
Ø Perform and oversee residential and multifamily energy audits in accordance with Department of Energy and other applicable program guidelines.
Ø Assess building systems, airflows, insulation levels, and ventilation to support appropriate Weatherization measure selection and compliance with MDHHS, DOE, and ASHRAE standards.
Ø Conduct and interpret diagnostic testing, including blower door testing and infrared scanning, as required.
Ø Evaluate homes and buildings for health and safety conditions, including combustion safety, indoor air quality, and environmental hazards.
Ø Develop, review, and implement scopes of work and bid specifications; coordinate with contractors regarding work plans, schedules, and completion timelines.
Ø Monitor work in progress and completed installations to ensure workmanship quality, schedule adherence, and compliance with program standards.
Ø Ensure proper installation and verification of Weatherization materials and measures.
Ø Prepare, review, and approve required program documentation, reports, and records.
Ø Evaluate contractor performance and ensure compliance with MDHHS, DOE, LIHEAP, MPSC, and other applicable program requirements.
Ø Support achievement of departmental goals through coordination with program leadership and participation in required meetings and professional development activities.
Education and Experience Qualifications:
Ø High School Diploma required, associate degree or technical training preferred.
Ø Demonstrated experience in multifamily Weatherization, construction supervision, or field project management required.
Ø Prior experience in a field-based Weatherization role (e.g., Multifamily Liaison, Energy Auditor, Quality Control Inspector) strongly preferred.
Ø Proven ability to independently manage multiple active projects and contractors.
Ø BPI Energy Auditor and Quality Control Inspector certification required.
Ø Multifamily Weatherization certification required.
Ø Additional advanced multifamily or specialty certifications may be required as determined by the agency.
Ø OSHA 10 and EPA Lead-Safe Renovation, Repair and Painting (RRP) certification required.
Additional Requirements:
Ø Ability to climb ladders; inspect roofs, vents, and chimneys; enter crawl spaces and confined areas; and lift and carry up to 35 pounds.
Ø Ability to accurately read and interpret technical instruments, construction documents, and diagnostic data.
Ø Strong leadership, communication, and conflict-resolution skills.
Ø Proficient computer skills, including Microsoft Word, Excel, Outlook, and agency-approved data systems.
Ø Reliable transportation, valid driver’s license, proof of insurance, and ability to pass State Police criminal background checks and agency driving record review.
Ø Successful completion of Criminal History and MDHHS clearance procedures at hire and as required during employment.
Ø Compliance with agency smoke-free and drug-free workplace policies.
Ø Ability to pass respiratory fit testing and required physical examinations.
