General Summary:
The Fixed Route Operations Supervisor (FROS) supports the organizations Mission, Vision and Values of the Saginaw
Transit Authority Regional Services (STARS) through the supervision of transit personnel in the fixed route department.
The FROS controls the movement of transit equipment and personnel in response to required services. The FROS offers
support for various functions as assigned by the Senior Manager of Transportation. The FROS is expected to develop
Fixed Route Drivers and foster a supportive workforce with an emphasis on trust, respect, diversity and fairness.
Reports to: Senior Manager of Transportation
Essential Job Functions:
1. Dispatches Transportation personnel and equipment to appropriate locations to ensure efficiency of line haul and
demand response services provided and proper coordination of transit resources.
2. Develops Maintenance and Facilities employees through training, various forms of communication (including
department meetings, one-on-one coaching, annual reviews, employee discipline, etc.). Leverages HR and other
STARS departments to develop employees to their highest potential.
3. Processes payroll time and attendance in accordance with Authority policy, procedures, rules, and regulations.
4. Records and maintains daily, weekly, and monthly operation reports for utilization in transportation service
decision-making process.
5. Communicates necessary information to bus operators to ensure the safety of service and coordination of Transfer
Plaza departures.
6. Ability to perform customer service duties including interacting with passengers in a positive, respectful manner,
collecting fares and handling transactions.
7. Effectively communicate information and ideas verbally, written, and/or via email on a daily, weekly, and
monthly basis.
8. Routinely inspect work area and assets to identify and remedy safety issues.
9. Attends applicable supervisor level transit authority training such as reasonable suspicion drug and alcohol,
accident investigation, safety training, etc.
10. Other duties as assigned by the Senior Manager of Transportation.
Qualifications:
1. Associates’ degree in Transportation Management, Business Administration, or related field.
2. Three to Five (3-5) years of experience in transit operations required. Experience in supervisory roles is
a plus.
3. Eight to Ten (8-10) years of experience in a directly related field in lieu of educational requirements.
