GENERAL SUMMARY
Plans and coordinates employment and training programs that are mandated by law including program design and development functions for the region. Oversees program operations so that all service providers are in compliance with federal and state regulations and that performance standards are met to ensure continued funding to the Michigan Works! Agency.
ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
• Prepares program plans, proposals and amendments resulting in allocation of funds from state and federal government.
• Designs and implements programs, develops systems and procedures for assuring compliance. Ensures performance standards are met.
• Writes, develops, modifies, analyzes goals and prepares service providers goals.
• Maintains manually/electronically the Management Information Guides to ensure federal, state, and local requirements are accessible.
• Monitors programs, projects, service providers and related systems and processes to ensure compliance.
• Evaluates the program for effectiveness and continuous improvement.
• Responsible for day-to-day operations and coordination of services at the Michigan Works! Service Centers.
• Coordinates business closures, consults with employers on training needs, plans and coordinates job fairs as part of the Rapid Response Program.
• Prepares and maintains applicable program reports.
• Trains and provides technical assistance to service provider staff. Maintains policy manuals. Provides local officials, service providers, and general public with information regarding programs.
• Represents Michigan Works! at program-related meetings, conference, etc.
• Facilities, attends, arranges, coordinates meetings on implementation, program design, training, etc.
• Reads, reviews and scores service proposals.
• Oversees the work for contracted service providers to assure performance and contract compliance.
• Performs other duties as assigned.
MINIMUM ENTRANCE QUALIFICATIONS
Education and Experience
• Bachelor’s Degree in business or human services field.
• Three (3) years of relevant workforce development, human services, or business services.
• Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities.
Licenses or Certifications
• Valid State of Michigan driver’s license.
