Lead the strategy, design, execution, and ongoing operational management of initiatives that enable and optimize the use of clinical data across the organization. Manage, support, and automate clinical data processes and tools developed in conjunction with other team members. Create robust, reproducible computer code and processes that can be integrated into core operational activities as needed. Enable new business capabilities, self-serve functionality, enhance user experience, and reduce resources necessary to continue reporting key insights. Serve as the bridge between the business and IT to provide and interpret business requirements that are easily understood. Act as a subject matter expert for current and future capabilities. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. * Lead the development and execution of clinical data enablement roadmap to support organizational goals, compliance requirements and quality initiatives. * Identify existing clinical data activities appropriate for automation (e.g., labor-intensive processes, repetitive tasks, rote deliverables). Advise on best-practices for creating reproducible and easy-to-automate tools/models. * Partner with clinical, operational and technical teams to integrate clinical data into enterprise analytics ecosystem (e.g.: quality, risk adjustment, care management). * Partner with Analytics Business Partners, HCV Analytics Scientists, and end-users to develop an understanding of how applications are or could be used by end teams. Address end-user concerns in design and build of automated tools. * Serve as a subject matter expert to IT on the approach with a strong understanding of automation principles to support collaboration and joint development of tools * Work with IT and the business to develop architecture for automation. Integrate automated tools into business systems in conjunction with IT. * Develop back-end foundational capabilities to support business program and reporting needs. * Develop and present business cases, ROI analysis and strategic recommendation to senior leadership for value evaluation and prioritization * Serve as a subject matter expect for EMR workflows, EMR interoperability standards (HL7, FHIR, CCD) and clinical data extraction process. * Support QA and bugfix for deployed solutions in conjunction with IT. * Perform appropriate development and testing activities (e.g., core system capacity planning, performance planning, model monitoring, evaluating new developments and code changes). Quality-check tools developed by team and IT. * Assess new platform, software, and data needs. * Participate in the technical community of practice guidance and support. * Guide the work of team members. EDUCATION AND EXPERIENCE * Bachelor's degree in Health Informatics, Healthcare Administration, Information Technology, Computer Science, Engineering, Mathematics, or a related quantitative discipline. Master's Degree in related field preferred. * Minimum of six (6) years of related experience. * Experience leading or supervising a team is preferred. QUALIFICATIONS * 5+ years experience in healthcare data management, health informatics or clinical systems integration * Proven experience with EMR systems experience required. Advanced knowledge of SQL and other tools in IE (e.g., SQL, SSIS, Redshift, DataBricks, Alteryx, Python, Impala, Spark, Hive, Hue, CLI, Hadoop, Tableau, SAS, R * Excellent problem-solving skills. * Advanced understanding of data processes and logical relations in data. * Advanced skill with data modeling, design patterns, and building scalable and secure analytic solutions. * Excellent analytical, planning, verbal, and written skills to communicate complex ideas. * Professional attitude and service orientation. * Ability to build a sense of trust and rapport that creates a comfortable and effective workplace. * Knowledge of healthcare value business and payor data required * Strong ownership mindset (e.g., solution-focused, directs people and work, able to make decisions and drive processes). * Strong entrepreneurial mindset (e.g., process improvement, openness to new ideas, embraces change). * Demonstrated project management skills including the ability to act as an Agile Product Owner, manage an agile team and work in an agile environment. * Strong background in developing business cases, ROI models and strategic plans. * Skilled in both automation/back-end toolkit as well as data engineering skills * Excellent knowledge and use of existing software packages (PowerPoint, Excel, Word, etc.). * Ability to work independently, within a team environment and communicate effectively with employees at all levels * Strong communication and presentation skills for engaging executives and cross-functional teams.
