ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Assists in managing, coordinating, and monitoring all Workforce Development Board grant programs.
Assists in the development, planning, analysis and implementation of grant programs and initiatives.
Researches, evaluates, and monitors grant programs.
Reviews and analyzes grant expenditure reports, comparing them to data management system and reporting any findings, as appropriate.
Confirms that expenditures are reported in the appropriate category, in accordance with the grant policy, and reporting any discrepancies, as appropriate.
Creates and revises manuals to assist coordinators and accounting team with grant compliance with State and Federal guidance.
Supports program and accounting staff during funding source monitoring, sub-recipient monitoring and other interdepartmental functions, as appropriate.
Attends and participates in meetings, presentations, and conferences representing Workforce Development Board to discuss and explain grant programs.
Facilitates and encourages the exchange of information with local, county, and regional metropolitan agencies.
Operates an automobile to perform assigned job functions.
Performs other duties as assigned.
QUALIFICATIONS
Required Education and Experience
• Bachelor's Degree from an accredited college or university in Business Administration, Public Administration, Management, or a closely related field
• A minimum of three (3) years of experience performing general accounting procedures, preferably within a government setting
Preferred Education and Experience
• Master's Degree from an accredited college or university in Business Administration, Public Administration, Management, or closely related field
• Seven (7) years of experience working with grants as relating to compliance with legal and programmatic considerations
• Five (5) years of experience working with the operations of workforce development programs preferably at a Michigan Works! Agency

• Grant administration, reporting and general accounting principles

• Current Workforce Development programs and policies as commonly implemented at a Michigan Works! Agency
• Laws, rules, and regulations as they apply to the programming and grants of a Michigan Works! Agency
• Familiarity with researching grant policy and federal regulations
Skill in:
• Working cross-functionally with programmatic and accounting/finance staff
• Problem-solving including thinking of new, allowable ways to execute effective programs while maintaining grant compliance
• Working with departments with their different primary functions
Ability to:
• Communicate clearly and effectively both verbally and in writing
• Work well with others while balancing competing priorities
• Make decisions in accordance with grant Jaws, ordinances, regulations and established policies and procedures
• Effectively speak, write and understand the English language
• Speak and understand a language other than English is preferred

• Stay organized and timely with reports
