Job Details

Under the supervision of the Chief Deputy Treasurer, monitors, prepares, reconciles, and edits journal entries affecting funds and activities and implements accounting procedures in accordance with governmental regulations. Assists the Chief Deputy Treasurer in preparation of settlements with local units and the drafting of apportionment reports and tax collection warrants. Processes principal resident exemption, veteran’s exemption and taxable value adjustments. This Accountant position will encompass most of the job functions listed below, no one position will encompass 100% of the functions listed.

Essential Functions

1. Assists Chief Deputy with local unit settlement of tax collections.
2. Processes tax refunds and adjustments as authorized by Board of Review, Assessors, Michigan Department of Treasury, or Michigan Tax Tribunal. Ensures refunds are accurately calculated, properly documented and disbursed in accordance with application regulations and policies. Prepares and issues invoices to taxing authorities as a result of Principal Residence Exemption (PRE) changes and taxable value adjustments. Verifies calculations and ensures timely processing. Notifies and invoices property owners affected by Principal Residence Exemption denials and taxable value increases. Provides clear documentation of assessment changes and ensures proper collection of the additional taxes. Processes payments to the taxing authorities quarterly. Monitors and records adjustments to taxable values and reports changes to Michigan Department of Education for accurate state school aid distribution to school districts within the County.
3. Oversees the accounting and financial reporting for the Housing Trust Fund. Records and reconciles revenue sources, including grant funding. Prepares and processes payments for approved housing projects, ensuring proper authorization and documentation. Prepares monthly financial reports detailing activity, balances and allocations for the Housing Trust Fund Board.
4. Administers the Ingham County Accommodation Tax Ordinance. Manages the end-to-end process of collection accommodation taxes from lodging establishments; including performing desk audits to ensure compliance with county regulations. Prepares and processes timely tax disbursements according to County policy. Regularly communicates with lodging establishments regarding outstanding tax obligations, sends reminders, and issues formal notices on a quarterly basis. Responds to inquiries and provides assistance to taxpayers regarding their obligation. Compiles and verifies records of unpaid accommodation taxes for inclusion in the County’s delinquent tax roll.
5. Analyze financial records of banks for investment purposes. Invests County monies, authorizes wire transfers and automatic clearing house in the absence of the Treasurer and Chief Deputy Treasurer. Balances daily receipts in absence of the Treasurer or Chief Deputy Treasurer.
6. Reconciles monthly trial balances, bank statements, tax collections, delinquent tax fund balances, and trust and agency accounts.
7. Processes Department Accounts Payables, Journal Entries, and assists with the annual Audit. Processes electronic funds transfers and account transfers for all county departments including entry of payment vouchers in the County’s accounts payable system.
8. Forecasts annual revenues and expenses in order to prepare the departmental budget request to the Board of Commissioners.
9. Compiles information to determine the anticipated annual delinquent tax note issue and other county borrowings.
10. Processes electronic and Automated Clearing House (ACH) payments for delinquent taxes, ensuring timely and accurate application of payments. Monitors and processes returned ACH payments, identifying reasons for rejections and taking appropriate corrective action. Notifies affected property owners of returned payments, provides guidance on resolving payment issues, and offers alternative payment options when necessary.
11. Responsible for receipting all electronic funds received from the State of Michigan as well as maintaining the Treasurer’s Office dataset of accounts in which State and other payments are receipted.
12. Escheats, balances and reports unclaimed properties to Michigan Department of Treasury.

Other Functions:

• Performs other duties as assigned. 
• Assist and back up Account Clerks in handling routine payments for dog licenses and delinquent property taxes. Act as a resource for Account Clerks and answer questions as needed. 
• Must adhere to departmental standards in regard to HIPPA and other privacy issues. 
• During a public health emergency, the employee may be required to perform duties similar to but not limited to those in his/her job description.

Employment Qualifications

Education: Possession of a Bachelor’s Degree in Accounting or a related field.

Experience: Three years of professional accounting or auditing experience.

Other Requirements:

• Must be able to effectively communicate orally and in writing.

• Must have working knowledge of office equipment and technology.
