Summary:

• Under the general supervision of the County Administrator, the Director of Financial Services serves as the principal accountant for the county.
• The Director oversees the Financial Services and Purchasing Division staff and ensures that County finances are managed in accordance with local, state, and federal laws and best practices in governmental accounting.
• This position provides strategic leadership for the County’s financial operations, including financial planning, budgeting, reporting, compliance, investment management, and risk assessment.
• Additionally, this position supports the County Administrator and Finance Committee providing financial data and reports.

Duties:

• Leads strategic financial planning efforts, including forecasting, long-term capital planning, and analysis of economic and fiscal trends to support informed policy and operational decisions by County leadership.
• Manages day-to-day operations of the County’s accounting functions, including general ledger, accounts payable, purchasing, and payroll, ensuring integrity and efficiency in financial processes.
• Directs and coordinates the annual budget development and execution process; provides strategic and technical guidance to the County Administrator, Finance Committee, and Board of Commissioners.
• Supervises and supports departmental financial staff in budget adherence, performance monitoring, and continuous improvement in fiscal operations.
• Ensures compliance with County financial policies and procedures, the State of Michigan’s Uniform Chart of Accounts, and relevant local, state, and federal laws and regulations.
• Oversees the preparation of comprehensive monthly, quarterly, and annual financial reports, including complex fund accounting, to facilitate informed decision-making and ensure transparency.
• Coordinates and administers the County’s annual audit process, including the preparation of required schedules and financial statements, and act as the liaison to external auditors.
• Collaborates with the County Treasurer's Office to oversee tax settlement process to include distributions and charge backs to the revolving funds.
• Evaluates and implements financial system upgrades or procedural changes to enhance accuracy, efficiency, and internal control.
• Provides expert financial analysis and reports in response to requests from County leadership, departments, and external stakeholders.

Education and Experience:

• Master’s Degree in Accounting, Finance, or Business Administration and seven years of related accounting experience, preferably in a governmental environment, including at least three years of supervisory responsibilities; OR
• Bachelor's Degree in Accounting, Finance or Business Administration and nine years related accounting experience, preferably in a governmental environment, including at least five years of supervisory responsibilities.
• Certified Public Accountant (CPA) or Certified Management Accountant (CMA) is strongly preferred.

Special Requirements:

• Must possess and maintain a valid vehicle operator’s license throughout the course of employment.
• Will be required to successfully pass a pre-employment physical, drug test and background check as a condition of employment.
• Will be fingerprinted and may be subject to random drug and alcohol testing during employment.
• This position is a professional, exempt position which will be required to work extended workdays as needed at busy times, such as month-ends and year-end.

Required Knowledge and Skills:

• Considerable knowledge of and proficiency with Microsoft Word, Excel, Access, and PowerPoint.
