Senior Buyer
The purpose of this position is to arrange for the purchase of assigned commodities and services on behalf of the Detroit Housing Commission. Work includes reviewing requests, talking to vendors and department officials, examining price, suitability, and availability of items or services, comparing specifications, and reviewing alternatives. Work is performed independently under the general supervision of the Procurement Manager.
Publishes solicitations. Arrange and conduct Pre-bid/Pre-proposal Conferences. Prepare Contractual agreements. Assist with contract administration.
EDUCATIONAL REQUIREMENTS
? A Bachelor’s degree in business administration, public administration, or closely related field
EXPERIENCE REQUIREMENTS
? 3 years of progressively responsible experience in procurement and contracting for a public (government) agency or large corporation that has a formalized procurement process whereby procurement actions and contract award recommendations must be justified and documented in writing with increasingly responsible buying and contract administration experience
? An equivalent combination of education and experience may be considered
OTHER REQUIREMENTS
? Must have or be able to acquire a valid state driver’s license
? Must pass federal, state, and local criminal investigation clearances, and pass a drug screening test administered by the Commission or its designated provider
? Must be insurable under the agency’s insurance policy
? Must be bondable and have a satisfactory work history
KNOWLEDGE
? Knowledge of contract administration and demonstrated experience in project type work
? Knowledge of the principles and practices of contract negotiation
? Knowledge of the principles and practices of project management, design, and construction management
? Knowledge of contract administration and demonstrated experience in project type work Knowledge of the principles and practices of procurement as identified by Code of Federal Regulations, HUD and DHC procurement policy manuals, guides and handbooks, and the Uniform Commercial Code
? Knowledge of HUD, and other federal, state, and local policies, procedures, and regulations related to the operation of a public housing authority regarding procurement

? Knowledge of modern office equipment including computer, fax, copier, telephone system
? Knowledge of and skill in using Microsoft Office Suite (Word, PowerPoint, spreadsheet and database building in Excel and Access) and other standard office and productivity software in use at DHC

? Knowledge of customer service principles and practices
? Knowledge of HUD rules and regulations that apply to property management: Fair Housing Laws, Michigan Real Estate Landlord-Tenant Law, OSHA Standards, Local and State Building Codes
? Knowledge of HUD regulations and guidelines relating to Housing Quality Standards (HQS) and State and Local building and occupancy laws or regulation
? Knowledge of DHC’s Administrative Plan and related policies and procedures
