SUMMARY
This is a senior level position whose?purpose is to?manage and?oversee?all aspects of?the Detroit Housing Commission’s (DHC’s)?development projects, including contract administration.? Duties include developing long-term resources, supervising staff, preparing budgets, coordinating property acquisition and disposition, attending meetings, making recommendations, overseeing financial proposals?and funding applications,?promoting and?monitoring program compliance?with regulations, budgets and schedules.?The incumbent directs and coordinates activities to achieve maximum efficiency by working with subordinates to establish goals, policies and procedures, and working with outside organizations to provide needed funding and services. Work is evaluated based on results and compliance with relevant guidelines,?contract requirements,?budget and schedules,?as well as timely completion of job functions and requirements.
EDUCATIONAL REQUIREMENTS
? Bachelor’s Degree in planning, technical/project management, community development or related field
? Master’s?Degree in planning, community development, public administration, or related field a plus
? Certifications or Licenses as Builder, Low-Income Tax Credits, Realtor, UPCS Inspections are considered as advanced work beyond Bachelor’s
EXPERIENCE REQUIREMENTS
? 5 Years of prior experience with real estate-related project management
? 5 Years of progressively responsible experience in planning, community development, grant administration, project management,?or?real estate development?or?an?equivalent?combination of education and experience
? Extensive experience in managing large-scale mixed-finance and mixed-use development also may be substituted for a?Master’s degree
OTHER REQUIREMENTS
? Must have or be able to acquire a valid state driver’s license
? Must pass federal, state, and local criminal investigation clearances, and pass a drug screening test administered by the Commission or its designated provider
? Must be insurable under the agency’s insurance policy
? Must be bondable and insurable
? Must be capable of obtaining Federal, State of?Michigan?and City of Detroit Police Department criminal investigation clearances
? Must be willing to work traditional and non-traditional or weekend hours as required

? Knowledge of real estate development processes from concept to construction

? Knowledge of HUD rules and regulations that apply to property management: Fair Housing Laws, Michigan Real Estate Landlord-Tenant Law, OSHA Standards, Local and State Building Codes
? Knowledge of HUD regulations and guidelines relating to Housing Quality Standards (HQS) and State and Local building and occupancy laws or regulation
