SUMMARY:
This position is responsible for ensuring public safety and security across all Davenport University campuses with the primary emphasis being on the continuation and further development of the University's cultural values and community standards. The director is expected to develop and maintain a team that serves as an approachable and supportive resource to students, staff, faculty and guests. This includes promoting a welcoming, equitable and student-centered campus environment. The director is further responsible for some aspects of university compliance as indicated, and as part of an overall university compliance team. Specific areas of compliance oversight include the Annual Security Report (ASR) and the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act. All responsibilities are expected to be performed in an ethical manner consistent with the University's mission, vision, and values which include diversity, equity and inclusion.
RESPONSIBILITIES:
• Manage safety & security activities of the campuses and assure that public safety departmental objectives are achieved. This includes filling in temporarily for any officer or contract officer when necessary to cover shifts that are 24/7 in some locations.
• Oversee the hiring, supervision, scheduling, evaluation, disciplinary action and professional development of public safety staff in collaboration with department leads/supervisors, all with the underlying focus of understanding who the customers are, and how we can best help them achieve their mission at the university.
• Ensure effective administration of an incident reporting system for accuracy, efficiency and compliance with federal and state law and regulations including reporting and compliance with Jeanne Clery Act.
• Manage and oversee interdepartmental process related to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act ensuring accurate reporting and monitoring of federally required statistics.
• Ensure all incident reports are generated to maintain responsiveness to customers and to maintain high productivity within the Department.
• Serve as a member of the university Title IX team, providing support as needed to the Title IX Coordinator and/or participating as an investigator or adviser or providing other overall support to the university population as a whole.
• Manage a crisis management/emergency preparedness program consisting of teams, training, and procedures.
• Emergency response/preparedness training and communication at all University locations
• Weather-related processes and communication.
• Mass notification programs within the University including but not limited to weather related processes.
• Develop and oversee Behavior Threat Assessment teams.
• Coordinate with various departments on emergency preparedness drills within the University.
• Oversee and/or manage the preparation of the Davenport University Annual Security Report (ASR).
• Serve as an advisor for OSHA and MIOSHA regulations.
• Participate in other university compliance initiatives which may be identified.
• Ensure the delivery of timely emergency messaging through the DU Alert system related to Clery required communications as well as weather and campus related concerns that impact University operations.
• Implement, monitor, and assist with development of University policies and departmental procedures all with the underlying focus of understanding who the customers are, and how we can best help them.
• Administer all contracts and agreements with outside vendors and contractors as needed. Contracts, agreements, and any contractors engaging with University students, staff, faculty, or guests should also be completely in tune with the Department's conscious effort of collaboration and engagement with our community.
• Effectively represent the University to local, state and federal agencies as needed.
• Conduct regular visits to each campus with the objectives being 1) to engage with the position's team members, ensuring they have the resources and direction needed to perform their duties at the highest level possible, and 2) engaging with campus leaders and other local leaders with the focus on how can we help their teams and the students at the respective campuses. Routine engagement with student groups at each campus will also be essential.
• Collaborate with leadership, students, staff, and faculty to develop, implement and ensure delivery of safety, security and crime prevention programs and presentations.
• Management of all physical security aspects and systems within the University's facilities and grounds, including but not limited to: CCTV, Entry alarms, keying, Card Access, mass alert systems, fire alarms.
• Develop and manage department operating and routine capital improvement budgets.
• Maintain accurate inventory of all departmental supplies and equipment.
• Responsible for responding to campus emergencies as required.
• Compile information, data and reports as needed.
• Understand and abide by all external and internal regulations and policies. This includes NCAA, GLIAC and national affiliations associated within athletics or other role specific regulations.

QUALIFICATIONS:
• Bachelor's Degree, or able to show a comparable level of experience.
• Demonstrated commitment to ensuring the success of a diverse student population.
• Minimum of three to five years of management experience ideally including campus safety, security and emergency preparedness.
• Ability to pass a pre-employment background investigation including but not limited to: criminal background check, employment and personal reference checks, pre-employment physical, drug/alcohol screening, psychological evaluation, DISC Personality Test.
• Skillful in planning, organizing, budgeting, motivating and developing others.
• Broad knowledge of University legal requirements including federal and state regulations, and college policy and procedures with knowledge of faculty, staff and student issues highly preferred.
• Ability to professionally and confidentially investigate sensitive issues at all levels within the University and effectively present findings. Additional preference given to those with Title VII and/or IX investigative experience.
