Position Summary:
Under the supervision of the Grants and Contracts Director, act as Grants and Contracts Compliance Coordinator for all grants and contracts obtained by the Saginaw Chippewa Indian Tribe. Ensure all grants and contracts are expended, modified and tracked in compliance with funder requirements. Perform complex financial analysis and customized reporting with ability to analyze expenditures, recognize trends and support budget justifications consistent with agency requirements.
Essential Duties and Responsibilities:
- Interface with grant agencies and staff to assure programs are in compliance with applicable regulations and tribal policies and operating procedures. Take appropriate action when agency requests are identified.
- Assist with completion and provide oversite to grant and contract budgets, as well as resolving variances, identifying problems, formulating solutions and making recommendations, including analyzing gaps between planned budgets and actual expenses throughout the lifecycle of the grant or contract.
- In collaboration with the Grants and Contracts Director, verify costs are incurred within the grant period as written in the Grant and Contract Timeline to meet grant and contract targets.
- Assist in developing contracts for services and advertising bids for contracted services.
- Assist in negotiating grant and contract agreements.
- Assist Grants and Contracts Director in support of Programs and Accounting when grant and contract issues arise.
- Provides recommendations on terms and conditions of award agreements received from federal, state or private agencies.
- Ensure program reports including close out reports to federal agencies are submitted in a timely and efficient manner.
- Perform complex financial analysis and customized reporting including ability to analyze expenditures, recognize trends and support budget justifications consistent with SCIT requirements.
- Assist in tracking and reporting of grant and contract budget spend downs.
- Work with Community Data, Planning and Special Projects Coordinator to apply available data sources and research to conduct financial analysis on a broad range of topics.
- Perform administrative tasks including management and maintenance of financial aspects of grant files as needed within SCIT systems.
- Work closely with the Grants and Contracts Team in development and submittal of grant budgets, including pre and post award management, project reporting and close-outs.
- Create/utilize monitoring system for tracking and spend down of all grant and contracts.
- Assist Grants and Contracts Director and Accounting Team with analyzing and compiling data for Grants and Contracts Annual Report to Tribal Council and Tribal Administration.
- Provide technical assistance as required.

Knowledge, Skills, and Abilities:
- Knowledge and understanding of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards.
- Knowledge and understanding of computerized grants management systems.
- Ability to work under heavy stress situations.
- Demonstrated strong oral and written communication skills.
- Knowledge of Tribal programs from inception to approval process, execution and management.
- Ability to compile information and draw conclusions through report analysis.
- Ability to react quickly and make effective decisions in any situation.
- Skill in budget preparation and grant and contract modifications.
- Skill in operating various word-processing, spreadsheets and database software programs.
- Proficiency in Microsoft Excel with comfort navigating new software products and applications.
