Clinical & Community Health Services Manager

Duties:

• Oversees the Clinical Health Services (CHS) operations at the Berrien County Health Department, providing leadership in program planning, implementation, and evaluation.
• Contributes to budget development, policy creation, and procedural updates.
• Acts as liaison with local, regional, and state officials, and manages staff functions including recruitment, training, performance evaluations, and disciplinary actions.
• Ensures compliance with licensure, certification, and accreditation standards.
• Administers state and externally funded programs and agreements.
• Represents CHS to the public, media, and partner organizations, and presents on related health topics.
• Collaborates with department leadership to align CHS efforts with agency goals.
• Leads staff meetings and maintains required records and reports.

Education and Experience:

• Master’s degree in nursing and a minimum of three years of experience in the field of nursing or public health services, which includes two years of leadership experience; OR
• Baccalaureate degree in nursing and a minimum of five years in the field of nursing or public health services, which includes two years of leadership experience; OR
• Associate degree in nursing and a minimum of seven years in the field of nursing or public health services, which includes two years of leadership experience.

Special Requirements:

• Valid licensure to practice as a Registered Nurse in the State of Michigan.
• Must possess and maintain a valid driver’s license with access to a reliable vehicle throughout the course of employment.
• In times of a public health emergency, may be required to report for specialized assigned duties inside or outside of Berrien County.

Required Knowledge and Skills:

• In-depth knowledge of clinical health service principles, practices, and standards.
• Strong understanding of relevant local and state laws, regulations, and compliance requirements.
• Skilled in staff supervision, training, and development to maintain effective team performance.
• Thorough understanding of confidentiality requirements in clinical settings.
• Excellent written and verbal communication skills; effective in engaging clients, staff, agencies, and the public.
