DESCRIPTION OF MAJOR JOB DUTIES
The Labor Relations Analyst will resolve disputes between workers and managers, negotiate collective bargaining agreements, or coordinate grievance procedures to address employee complaints. The Labor Relations Analyst participates in meetings between labor and management to discuss and attempt to resolve issues of mutual concern. Generally, the position serves as a resource for managers and County executives. The position is also responsible for drafting contract proposals and compiling information and statistics on the economic proposals of both labor and management.
- Advise managers on the proper application of collective bargaining agreements ("CBAs") and various other labor relations matters.
- Provide consultation to managers regarding the appropriate steps for employee discipline or other corrective action.
- Investigate allegations of employee complaints such as harassment, improper conduct, workplace violence
- Advise managers the appropriate steps of employee development including performance management and disciplinary action
- Advise managers on labor issues when needed
- Serve as Step 4 grievance hearing officer and issue responses including preparing grievance settlement agreements.
- Research, prepare and advocate on arbitrations and other labor hearings
- Prepare briefs related to above mentioned administrative hearings
- Assist in the development of strategies for negotiations
- Assist in preparation of proposals
- Assist in negotiations
- Facilitate Meetings, Negotiations and Special Conferences
- All other duties as assigned
ELIGIBLE PERSONS
At the time of application, eligible persons must have:
A Bachelor's degree in labor relations, Human Resources, Business Administration, Public Administration, or closely related field or the equivalent combination of education and experience that provides the required knowledge, skills, and abilities will be evaluated on an individual basis.
At least one (1) to five (5) years of Public Sector labor relations experience, Human Resources certification, and/or legal training preferred.
