Scope:
The CoC Manager will work closely with the CoC Administrator, Committees, and members at large to employ strategies for carrying out goals of the CoC and obtaining positive outcomes in addressing homelessness. The Manager will assist in the administration of the CoC work and operations related to the coordination of services, and agency support for HUD reporting.
Essential Functions
? Track and manage the homeless community in the Out-Wayne County service area
? Lead the By Name List work for the Out-Wayne CoC
? Work with System Administrator and Data Team to conduct Point-In-Time (PIT) Count and Housing Inventory Count (HIC)
? Evaluate CoC data to determine the necessity for redirecting services, funding, and resources
? Work with CoC Administrator and Analysts to develop prevention strategies and homeless assistance programs to assist those at-risk of or experiencing homelessness
? Work with CoC Administrator and Analysts to develop, follow, and update annually a governance charter, policies and procedures and code of conduct
? Assist in establishing and consistently following written standards for providing Continuum of Care assistance.
? Assist with conducting an annual gaps analysis of the homeless needs and services available within the geographic are
? Collaborate with CoC stakeholders to provide information required to complete the Consolidated Plan(s) within the Out-Wayne County service area
? Collaborate and coordinate with homeless and housing resources including local networks/coalitions/continuums/ whose purpose is to end homelessness
? Facilitate at-large community Stakeholder annual meetings, workgroups and committee meetings around identification and services
? Coordinate outreach efforts to ensure residents in need of services and the broader community are familiar with how to access the resources of the CoC
? Coordinate the development of submissions in response to the annual NOFA’s for the HUD CoC and MSHDA ESG programs, as well as for other funding opportunities
? Ensure the CoC, Lead Agency and COC and ESG grant funded agencies are meeting programmatic, regulatory and reporting requirements
? Work with CoC and ESG funded agencies to identify capacity building and training opportunities that can be supported by the CoC Actively participate in CoC-related technical assistance and capacity building opportunities
? Maintain a positive attitude towards assigned work, clients, and staff, and a willingness to work with others.
? Perform work in a professional manner that upholds Wayne Metro’s policies and procedures.
? Other duties as assigned.

Clerical: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This job operates virtually, in a professional environment. This is largely a sedentary role and the employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to sit, frequently use hands and to talk or hear.
Minimum Qualifications:

Bachelor’s degree OR a combination of education and experience that is similarly equivalent.

Strong project management experience

Basic knowledge of court/eviction process a must or transferable skills required
