Defense Subcontracts Manager needed to support our Defense projects.

The Subcontracts Manager will facilitate accurate and timely subcontract reporting, scope, and financial deliverables control. The role will support the development, negotiation and execution of key contracts aligned to defense and government programs. The role will be engaged in review and negotiation of subcontract terms and conditions, providing expertise in implementation, execution, and administration of subcontracts, and maintaining subcontract files. The Subcontract Manager will manage the administration of assigned subcontracts in accordance with company policies and procedures, applicable laws, and customer requirements.
As a Subcontracts Manager, you will:
- Perform subcontract administration activities to include but not limited to contract modifications of terms and conditions; price updates, timely submission of deliverables and subcontract reports (technical & cost), maintenance and retention of subcontract files, supplier certifications/compliance documents, conducting of supplier performance reviews, and subcontract close outs in accordance with corporate policies and contract requirements
- Coordinate with program management staff to ensure compliant tracking of financial expenditures (actual and projected) and the preparation/review of monthly subcontract cost reports, including Estimate-to-Complete reports. Coordination with program management to ensure the proper billing of invoices in accordance with subcontract terms and lead the resolution of any subcontract disputes
- Participate in the development and implementation of processes, policies, and procedures related to subcontract administration, drive continuous improvement initiatives, maintain subcontract tracking tools and dashboard reporting
- Perform analysis of Request for Proposals (RFP) responses and work directives to ensure all contract RFP flow down requirements are met including price, scope, schedule and all applicable FAR/DFAR clauses
- Lead major subcontractor negotiations for supply contracts and teaming agreements
- Issue RFPs and work directives to suppliers while communicating key contractual terms and scope elements that support the development of pricing, compliant statements of work (SOW) and Roush Defense proposal development
To be considered for a Subcontracts Manager, you will need:
- Bachelor's degree in business administration, supply chain, finance, or related discipline
- Minimum of 5 years of purchasing or subcontract management experience
- U.S. Citizen allowing for International Traffic in Arms Regulations (ITAR) compliance
- Ability to obtain and maintain Department of Defense security clearance
- Experience working with multiple contract types
- Working knowledge of Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), ITAR, and export licensing
- Excellent written and verbal communication skills including ability to communicate at all levels of the organization and with customers
- Skilled in standard Microsoft Office software (Word, Excel, Outlook, SharePoint, PowerPoint, etc.) and able to adapt quickly to new technologies deployed across the company to drive efficiency
A successful candidate may also have:
- Knowledge of the defense industry
- Master of Business Administration (MBA)
- Knowledge of cost accounting principles, technical assistance agreements (TAA) and Export Administration Regulations (EAR)
- Active security clearance
