The Grant Compliance Finance Specialist is responsible for ensuring financial accountability and long-term compliance with federal, state, and local awards. Duties include general accounting oversight of federal reimbursements, payables, and reporting, financial compliance, reporting, and monitoring of subrecipients. This position requires an understanding of federal award regulations and accounting principles. This position provides technical assistance and financial monitoring for Federal, State, and local grant programs, primarily CDBG, HOME, HUD Lead Based Paint and Healthy Homes, and Foundation for Excellence. The Grant Compliance Finance Specialist coordinates various administrative functions and works with staff on special projects. This position oversees monitoring and compliance functions for the HOME Investment Partnerships Program.
Examples of Duties
- Oversee financial compliance and reporting requirements in accordance with policy and regulations of approved funding awards.
- Develop and modify policies and procedures and systems in accordance with government regulations and organizational objectives.
- Manages financial records for federal, state, and local grant community development and housing programs.
- Maintain record payments and reviews accounts for adjustments and balances of timely reporting to HUD, Management Services and program manager.
- Performs monthly grant administration duties which include but not limited to, creation of requisitions, purchase orders, subrecipient reimbursement review, accounts payable processing, and monthly requests of grant reimbursements.
- Responsible for external monitoring, reviews, and audits in conjunction with the Compliance Team.
- Oversee CDBG/HOME subrecipient monitoring and compliance through audits and other long-term mechanisms applicable.
- Recommend actions necessary to resolve financial compliance issues/concerns.
- Work with program manager to create program budgets and maintain General Ledger and complete reconciliations of budgets and awards.
- Creates, with program managers, financial efficiencies, dual controls, and division of duties.
- Performs other related duties, as assigned.
- Participate in the planning, reporting, and contracting functions related to the preparation of the Consolidated Plan, Action Plan, Consolidated Annual Performance and Evaluation Report (CAPER), plan amendments, and other financial reports.
- Creates and/or reviews written documents, correspondence, reports, brochures, graphs, charts, and presents information in a concise, professional, meaningful presentation to community groups, the general public, and City officials.
Essential Qualifications
- Bachelor’s degree in accounting, Finance, Public Administration, or a related field.
- Minimum of two (2) years of experience with finance and/or accounting.
- Minimum of one (1) year of experience with Federal grants; preparing financial general ledgers, cashflow statements and reconciliation reports for review.
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
- Understanding of Federal and State grant requirements and generally accepted accounting practices; participates in professional development training and activities which includes attending training provided by the Department of Housing and Urban Development, Michigan Community Development Association and the other relevant opportunities.
- Ability to analyze financial statements, statistical reports, budgets, plans and research documents to ensure compliance with grant-funded programs.
- Ability to effectively communicate with contractors, non-profits, clients, and co-workers.
- Demonstrates a high level of independent thinking and judgement, attention to detail, and time management.
