Southeast Michigan Community Alliance (SEMCA) is recruiting talented professionals who want to contribute and make a difference in our southeast Michigan community!! SEMCA is a Michigan Works! Agency providing workforce development programs to residents in Wayne and Monroe counties, excluding the city of Detroit. Employees are permitted to work remotely three days per week and only required to perform duties in the Taylor administrative office two days a week.
Annual Salary Range: $75,000 - $85,000
Job Summary
Management responsibility for several Workforce Development (WD) Programs within the purview of SEMCA, which includes oversight and technical assistance to several WD Contractors, and direct supervision of SEMCA staff.
Essential Duties and Responsibilities
- Coordinate contractor efforts to provide training and services to eligible residents.
- Work with Director of New Initiatives to set strategy and develop a work plan for managing the projects.
- Supervise project staff and manage network of subrecipient service providers.
- Engage underrepresented persons to participate in programs designed to provide for employment, training, or other assistance.
- Maintain working knowledge of all relevant federal, state and local policies and regulations.
- Develop, disseminate, and implement policies and procedures for SEMCA programs and contracted service providers as required.
- Serve as liaison/advocate for SEMCA with relevant federal, state, and regional entities.
- Negotiate contracts as needed.
- Develop plans, RFP/RFQ’s and contracts for WD programs on a timely basis.
- Coordinate regular training sessions and informational meetings with contractors.
- Support marketing and communications efforts related to the projects assigned.
- Prepare reports, documents, and other internal and external communication.
- Work with fiscal staff to develop budgets, monitor expenses and provide assistance to contractor network of service providers.
- Monitor all program activities to assure program objectives and performance requirements are met.
- Establishes overall schedule of events, programs, workshops, and oversee management, delivery, and evaluation.
- Develop and implement systems, processes, and procedures to assure constant quality improvement with WD programs.
- Identify and develop new opportunities for SEMCA to innovate or expand its talent development services.
- Other duties as assigned.
Qualifications
All SEMCA team members are expected to be technically competent and committed to continuous development of their skills. The following skills, knowledge and education or certifications are specifically required for this position:
- Bachelor’s degree in public administration, business administration or other relevant field.
- Three (3) years of experience is responsible roles in one or more environments: non-profit, government, economic development, or workforce development programs.
- Superior leadership, planning, analytical and communication skills are required.
- Demonstrated experience with leading teams and working in collaborative team environments.
- Ability to work independently and with a high degree of dependability and quality.
- Evidence of creative thinking, supporting problem resolution and ensuring customer satisfaction.
- Knowledge of ARPA program rules/regulations preferred.
- Duties will require ability to multi-task and coordinate across multiple agencies in a fast-paced environment.
Physical Demands
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials on an LCD screen and smartphone, hearing, and speech sufficient to communicate in person and over the telephone.
