General Summary:
Under limited supervision, perform various duties in support of Eastern Michigan Universitys Title IX Office, either in person or over the telephone, or in correspondence which require a working knowledge of a wide variety and complexity of university policies, procedures and regulations as well as related Federal and State regulations.
Principle Duties and Responsibilities:
Administrative Support for the Title IX Office:
Provide complex support for the Title IX Office staff and department under the direction of the Title IX Coordinator.
Answer questions from faculty, staff, students, and interested persons on University and Departmental policies and procedures related to the Universitys Sexual Misconduct and Sex-based Discrimination Policy and Grievance Procedures, Student Rights under FERPA and other federal mandates. This includes responding to inquiries from federal governmental entities and other institutions regarding confidential student discipline records.
Assist the Title IX Coordinator with intake for confidential case referrals involving Title IX policy violations.
Assist Title IX Coordinator and Title IX Investigator with production of official notices and correspondence, including charge letters and notices for hearings that are in compliance with minimum due process standards for timeliness, accuracy and content.
Read and interpret incoming mail, assemble files and other materials to facilitate reply by Title IX Coordinator and Title IX Investigator, and respond to routine inter-office requests.
Facilitate case file management, which includes: creating electronic Title IX files using data processing software, updating specific case file notes.
Prepare files in response to subpoenas and requests from EMU Legal Affairs.
Use spreadsheet applications to maintain Title IX report and complaint statistics and produce reports that comply with federal and state mandates, and university annual reports.
Receive visitors, answer the telephone, screen calls and callers, and dispose personally of matters; or refer them to appropriate persons.
Coordinate meetings and schedule conferences, facilities, and services, including time sensitive arrangements for Title IX hearings and manage the day to day office operational activities.
Initiate and prepare requisitions for materials, supplies, and services.
Education Programming and Grant:
Provide feedback to both supervisors on operational and administrative matters including research of best practices and making recommendations for program development, changes and improvements.
Coordinate evaluations for the Title IX Office, including programs and student engagement and learning outcomes.
Create and develop programs and trainings that are tailored to university partners such as student organization advisor training, fraternity and sorority life advisor around university Title IX policies, sexual misconduct reporting, and bystander intervention.
Implement programming in collaboration with other university partners for state and federal grants around the topic of sexual assault and relationship violence prevention.
Supervise, plan, manage and implement technology and web-based programs, services and communication/marketing strategies for the Title IX Office.
Ensure that the department maintains an active role in relevant state, regional and national professional organizations and associations.
Recommend to Title IX Coordinator, potential collaborations with student communities, the Division of Academic and Student Affairs, other university programs and areas of community organizations.
Work with University Partners to create opportunities for student learning and development and to identify relevant student learning and developmental outcomes for all programs and services.
Represent the department and the division on university and/or community planning groups and committees.
Perform other related duties as required.
Qualifications:
Knowledge and skills in student development and diversity, equity and inclusion practices, typically acquired through the completion of a Master's Degree in educational administration, or college student personnel is required.
The ability to communicate moderately to highly complex policies, procedures and regulations during day to day interactions and while training is required.
Effective conflict management skills in order to defuse emotionally charged situations, clearly identify issues, and clearly communicate Title IX policies and grievance procedures and required timelines to the typical clients of this office (i.e. students, parents, attorneys, police officers and faculty and staff) is required.
Strong organizational, interpersonal, writing and speaking skills and the ability to communicate effectively within a university environment are required.
Ability to work independently in a time-sensitive environment is required.
Demonstrated ability to oversee and manage caseload in a manner that ensures the prompt, impartial and thorough conclusion of such matters while working discreetly and with sensitive information is required.
Demonstrated effectiveness working with a diverse population of students, faculty and staff is required.
Knowledge of Title IX, Violence Against Women Act (VAWA), SaVE Act, Clery Act, FERPA is required. Knowledge and understanding of University, State and Federal policies, systems, procedures and regulations as they pertain to Title IX, and to areas of the university that interact with this office is desirable.
Ability to manage projects and to work collaboratively is desirable.
Basic personal computing skills to utilize Microsoft Word, Access, Excel and perform file management functions are necessary. Knowledge of specific software applications utilized in the area of assignment may be desirable.
