Position Description:
* Responsible to administer all affairs between GDLS and major subcontractors for various types of subcontracts including both fixed price and cost reimbursement.
* Duties include:
- Solicitation/Preparation of Request for Proposals (RFP's) and Request for Information (RFI's)
- Cost analysis of proposals
- Proposal fact finding
- Proposal negotiations, including cost, terms and conditions and scope of work
- Subcontract preparation, placement, and continued administration/monitoring to assure subcontractor compliance to requirements/scope of work
- Administer major subcontracts/purchase orders, control costs and assure on time delivery to support program requirements
- Technical ability to interpret drawings and determine completeness for scope of work preferred
- Formal subcontract close-outs
- Provide customer service to internal and external customers such as payment discrepancies
- Buying which includes analysis of Material Requirements Planning (MRP) needs and issuance of requisitions
- Serve as the Program Manager between the subcontractor and GDLS functional departments/program offices
- Preparation and negotiation of teaming agreements and proprietary data agreements
- Coordinate "Source Selection" process
- Ensure GDLS compliance with applicable procurement laws and regulations
- Expedite material to meet plant and engineering needs
- Other duties as assigned
-This individual will develop both short and long term plans to effectively execute subcontracts activities
-Coaches and mentors other team members
-Interacts with senior internal and external contacts; interprets and explains subcontracts information which often requires persuading to accomplish objectives
-Provides solutions to difficult technical subcontracts issues associated with specific projects
-May assess unusual circumstances and provide creative solutions
-Issues typically require sophisticated analytical or problem solving techniques to develop less obvious solutions
Position Requirements:
* Bachelors degree required in Supply Chain Management, other majors or areas of study will be considered with appropriate background and experience.
* Ability to use Material Requirements Planning (MRP) System and Oracle (or equivalent) desirable
Must have full understanding and expertise in subcontracts administration
Must have depth/breadth of knowledge/skills with major subcontracts
Must be able to communicate to stakeholders on fairly complex subcontracts information and develop creative solutions to resolve customer issues
Must be able to work independently and manage their time to meet agreed targets and deadlines to accomplish a specific objective.
Strong communication (oral and written) and problem solving skills
Ability to deal with all levels of management, both internal and external
Understanding of procurement processes and multi-tasking abilities
High standard of business ethics and practices
Domestic travel - international travel possible - Must be a U.S. Citizen
