ENTRY REQUIREMENTS
Bachelor's degree in Computer Science, Data Processing, Business, or related field required; in lieu of a bachelor's degree, a minimum of 15 years of experience as a programmer, analyst, senior programmer and/or project leader required, including five years experience as a project leader (managing of system's projects).
Ten years experience in a technical role (e.g. System Administrator, Database Administrator) required.
Progressive experience with project coordination and project management methodology required.
Experience with project management tools required.
Experience with process design tools required.
Ability to effectively communicate orally and in writing required.
Experience with procedural development required.
Experience with personal computer system hardware and software required.
Experience with Client/Server technologies, UNIX and relational databases required.
Experience with capacity planning and software/hardware upgrades required.
Experience with System monitoring tools and contingency planning required.
Experience in technical leadership preferred.
Experience with Oracle Database Administration preferred.
Experience in health care desired.
Experience in computer operations desired.
ORGANIZATION
Under general supervision of the Director of Technology.
Project priorities may be established in conjunction with other IS managers.
Will be responsible for providing leadership in process and technology design on a peer level with IS managers
Must maintain a professional working relationship with all other members of the Information Systems Division.
Must maintain a professional working relationship with staff from user departments being supported by the individual's program development.
May be required to maintain professional working relationships with other regional health care facilities.

Utilizes systems methodology and CQI concepts for all phases of assigned projects. Works to improve all processes continuously. Incorporates Mission Statement into assigned projects and activities, as appropriate. Responsible for estimates, timelines and overall project coordination.
Designs technical solutions and ensures optimal delivery
Maintains a deep understanding of hardware and operating systems and is responsible for technical support on various systems. Performs tasks related to maintaining a viable, on-going operating environment and demonstrates technical proficiency in all aspects of hospital technology.
Responsible for the end to end execution of technical work efforts and for meeting customer expectations.
Defines and documents project requirements involving testing and run time procedures, project scope, and planning.
Performs project studies including detailed quotes, coordination of education, and installation of hardware and software solutions.
Tracks, monitors, and communicates project progress against defined project plans, requirements, quality measures, standard processes and milestones.
Effectively manages the project team and ensures a common understanding among its members, including vendors, regarding timelines and dates.
Takes action to guarantee that projects meet the business need and that correct procedures are followed.
Utilizes project management tools such as GroupWise, MS Project, Access and project management methodology.
Applies knowledge about the organization and its systems, the healthcare industry, and technology to provide leadership to customers and project team.
Willsd be required to work closely with appropriate vendor for software support to resolve problems or in system troubleshooting, and is a primary resource for all internal technical questions.
Coordinates the planning and installation of new hardware and customizing, maintaining and tuning operating systems software.
Handles complicated projects involving elements such as long timeframes (e.g. 1-2 years), large impact (e.g. 30-50 departments), and direct patient and/or strategic impact.
Demonstrates behaviors that are defined in the Information Systems Development Plan.
May be required to take on-call responsibilities with other Information Systems staff.
Provides support to other MHC facilities.
Takes responsibility to identify and develop skills necessary to meet requirements of new technologies.
Is involved in the ongoing planning of department and IS technical direction.
Plans and coordinates technical activities to meet software implementation requirements. (These could include capacity planning, upgrades, network infrastructure, desktop, system security, SLA's, PC installations, ect.)
Functions as the key liaison with Networking, Telecommunications, Computer Operations, Applications and external vendors for all project implementation activities.
Establishes performance standards for system/application implementation activities including reporting and monitoring.
Coordinates the overall strategy for automated tools needed to meet the needs of project implementation and support activities. These could include System/Application monitoring tools and simulation/regression testing tools.
Plans and coordinates downtime for hardware and software upgrades to meet service level goals.
Performs other duties and responsibilities as assigned.
Participates in the evaluation and development of technical talent.
