This position is organizationally aligned under the Office of the Associate Medical Center Director at the Oscar G. Johnson VA Medical Center in Iron Mountain, MI. The primary purpose of the position is to serve as the Health Systems Specialist to the Associate Director an assist with all Administrative and Allied Health program as directed. As a Health Systems Specialist the Facility level, the work performed with focus on Facility wide results and outcomes. This position works closely with the Associate Director and various Service Line Managers in performing duties directly contributing to the administrative management of the healthcare delivery system.
Serves as a subject matter advisory staff assistant in delivery of healthcare relating to the implementation and execution of initiatives, program, and projects.
Performs critical program review and analysis across a broad spectrum of initiatives and issues, such as healthcare delivery strategic planning, facility utilization, economic adjustments, and personnel impact.
Applies technical knowledge of healthcare operations, programming, budgeting, accounting, manpower, and program and project management.
Keeps the Associate Director and executive leadership team informed of actions and progress.
Formulates, articulates, and clearly states the Medical Center's position on complex, interrelated, and sensitive issues to senior management.
Utilizes knowledge of the delivery of healthcare and healthcare operations and its management, accounting, and reporting to support the integration of resource requirements and programming.
Exercises a broad range of sound management principles and judgment in the analysis of unique problems and issues.
Establishes overall milestones, conducts meetings, and consolidates staff comments and responses to higher leadership.
Keeps abreast of changes in policy and procedures.
Represent the Associate Director at meetings or conferences concerning program planning, monitoring, and transformation initiatives.
Prepares and presents formal and informal oral and written reports on briefings on the staffing, progress, and results of studies.
Performs additional duties as assigned.

GS-9 LEVEL GRADE REQUIREMENTS:
SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-7) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized experience also includes: knowledge of overall functions of the Medical Center, including knowledge of its responsibilities and Veteran Population served; knowledge of polices which affect the Facility and have an impact on the administrative functions; knowledge of computer programs including word processing, communications, graphics, and spreadsheet development; collecting and analyzing data, creating data bases, preparing statistical summaries, drawing conclusions, and recommending appropriate actions that are related to the mission; advanced skill in researching, abstracting, summarizing and presenting data for project or report presentation; knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of program. Education:Must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Graduate education must be in a Major Study- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
