Summary
This position exists to ensure City of Midland infrastructure projects are timely completed and conform to all bid specifications. The incumbent accomplishes this by preparing bid specifications, overseeing engineered design drawings, surveying and site reviews,
The position is also responsible for maintaining a reliable and efficient traffic signal and sign network by supervising the activities of the signs and signals department.
The incumbent in this position supervises a group of technical and administrative employees, including two Engineering Aide III employees, two Electrician/Signal Technicians, two Sign Technicians, as well as temporary summer employees.
Job Responsibilities
- Provides construction management, oversight and design of City construction projects bid through the Engineering department.
- Oversees and develops contract bidding documents and engineered design drawings.
- Oversees field data collection and surveying for construction and other projects.
- Prepares City Council agenda items for construction contracts and capitol purchases.
- Performs site plan reviews for adherence to City standards and specifications.
- Develops and implements construction standards, specifications and procedures.
- Provides management and oversight of the Signs & Signals Department.
- Develops and issues traffic control orders/traffic control plans. Coordinate traffic studies and data collection.
- Develops, oversees and coordinates GIS activities and GPS data collection relating to data maintained by the Engineering department.
- Performs sanitary and storm sewer modeling.
- Provides construction correspondence to citizens affected by City construction projects; maintains a construction information web page on the City’s web site and issue press releases.
- Reviews storm water management permit submittals.
- Oversees radiation safety program and procedures as set forth in the City’s US nuclear regulatory permit for possession and operation of portable nuclear density gauges. Prepares and submits annual permit renewal documents.
- Coordinates training for Engineering and Signs & Signals.
- Approves and issues purchase orders and maintains Signs & Signals inventory
- Supervises maintenance of as-built street and utility records
- Serves as construction site storm water operator and industrial site storm water operator
- Develops and maintains City’s pavement management program.
- All other duties as assigned by the Department Head.
Required Knowledge and Abilities
Requirements -
- Bachelors’ degree in civil engineering or related field
- Five years’ experience in project management and oversight of construction or street and underground utilities
- Any combination of education, training and experience that would provide the required knowledge skills and abilities equivalent to those attained through requirements #1 and #2 above.
- Strong math (accounting), surveying, computer and engineering knowledge and skills
- Ability to keep organized and accurate records and prepare reports
- Ability to effectively communicate in a professional and courteous manner, both verbally and in writing.
- Ability to look “outside the box” for innovative alternatives to complete infrastructure projects
- Strong organizational skills and ability to handle multiple priorities
- Possession of a valid state motor vehicle operator’s license with a good driving record
Preferred Qualifications:
- Supervisory experience in an operation of similar size and scope.
- Experience beyond the five year minimum

While performing the duties of this job, the individual must regularly move around the office and through hazards at construction sites, avoiding hazards and obstacles; must be able to work with standard office machinery and site survey equipment; communicate with individuals in person and by telephone; required to occasionally lift objects weighing up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, and the ability to adjust focus.

MMSEA Pay Grade 3: $32.27 - $37.83 per hour
