DETROIT DEMOLITION DEPARTMENT
FIELD LIAISON
The City is focused on removing every abandoned structure in every neighborhood, but the work is only half way done. Federal Funding received from the Obama Administration has run out and the remaining funds have been contracted for demolition. This means until additional funding is secured; the City will be handling demolitions.
The Field Liaison will work for the Demolition Department under the direction of the Director. The Field Liaison is responsible for daily monitoring and interaction with various contractors performing all aspects of demolition activities for the City of Detroit and the Detroit Land Bank Authority. The Field Liaison also will respond to citizen inquiries in the field.
Reports to the Assistant Director - Field Operations
Direct report to a Field Superintendent

Examples of Duties
The major duties that comprise the Field Liaison's duties are as follows:
Demolition;
Regularly monitor all aspects of pre and post demolition activity to ensure full compliance with but not limited to:
The demolition contract/scope of service as well as any other contracts and scopes of services which may be implemented as part of the pre and post demolition process
The City Code, specifically 290-H
All applicable State Law and Federal Law
Record, document (written, photos, etc), and report non-compliance
Complete reports/checklists as requested
Survey property conditions and prepare reports as requested to include photos
Mitigate issues at demolition sites
Citizen complaints;
Investigate citizens' complaints as directed
Evaluate the complaint as it pertains to the scope of service of the contractor and work with the contractor to mitigate the situation
Document the complaint by photos and written documentation
Conduct follow up activity with the citizen and or contractor
Data Management;
Manage and interpret data
Data entry into Salesforce
Prepare reports
Provide presentations of data
Work with Microsoft products
Review reports in order to ascertain work needed to address an issue a property(s)
Monitor data for inaccuracies or discrepancies
Miscellaneous;
Work with contractors and residents via email, telephone, and also in the field to address issues
Accept and complete various assignments as assigned in a professional and timely manner
Prepare both daily and investigative reports as required
Monitor city email account throughout the workday
Attend various meetings as requested
Any other duties and/or tasks assigned
Report Data Management;
Manage and interpret data
Minimum Qualifications
High School Diploma or GED
LICENSE, CERTIFICATION AND OTHER SPECIAL REQUIREMENTS:
Employees in this class will be required to provide and operate a motor vehicle.
Valid State of Michigan Operator License required
Income Tax Clearances, as required by the City of Detroit
Accounts Receivables Clearance, as required by the City of Detroit
Supplemental Information
KNOWLEDGE, SKILLS, AND ABILITIES
One or more years of construction knowledge and experience is preferred
A person is expected to have the problem-solving ability, planning and organizing capabilities, decisiveness, communication skills both written and verbal, direction capabilities, self-motivation
These will be used daily both in the field and in administrative work as it pertains to the fieldwork
PROFESSIONAL CONTACTS
Field liaisons will make contact with demolition contractors and residents in the field
Contact will also be made with demolition contractors at various meetings
PURPOSE OF CONTACTS
Contacts with the demolition contractors and residents will be made regarding demolition activities
PHYSICAL DEMANDS
Physical activity will consist of normal daily activity levels such as walking, sitting, and driving
WORK ENVIRONMENT
Fieldwork includes exposure to outside elements and seasonal weather conditions and indoor exposure to residential, commercial or industrial property in various conditions and stages of repair or construction
Customer contacts require a neat and clean appearance
SUPERVISORY CONTROLS
Work is assigned and reviewed by the field supervisor and/or superiors
Work is to be completed as required to meet the direction of the field supervisor and the responsibilities listed above
SCOPE AND EFFECT
To ensure that demolition activities performed by contractors efficiently eliminate vacant, blighted, and hazardous structures in the City of Detroit while protecting the health of community residents, workers and natural resources
The purpose of this work is to improve the neighborhoods in a lasting and meaningful way and, thereby, improve the quality of life for Detroiter
