Job Description The Financial Officer for PACC, an "autonomous entity in the Department of Attorney General" and PAAM (Prosecuting Attorneys Association of Michigan) is responsible for all accounting functions and accounting staff covered by this agency. This includes the development and monitoring of all accounting systems, procedures, guidelines and policies. This position is the recognized resource for federal grants, internal budget development and oversight of other financial duties designed to ensured the fiscal integrity of the division. This position is responsible for the development and ongoing monitoring of the office's internal budgets to ensure projected expenditures are in line with projected revenues and appropriation spending limits. This position is responsible for providing office management with accurate financial information related to the office's annual operating budgets, including long and short term fund balance estimates, and other financial projects that arise due to legislative, departmental and division requests. This position is responsible for the state and federal grant responsibilities, including application processes, expenditure, reporting, grant amendments and grant closures. In addition the position analyses and interprets contracts, advising the Program Administrators regarding their budgets and division expenditures, analyzes data to detect errors, investigates and corrects any errors, and recommends process improvements and avoid future problems. Position Description Required Education and Experience Education Possession of a bachelor's degree in any major with at least 24 semester (36 term) credits in accounting, finance, and economic courses. Experience Financial Analyst 9 No specific type or amount is required. Financial Analyst 10 One year of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst 9. Financial Analyst P11 Two years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst, including one year equivalent to a Financial Analyst 10. Financial Analyst 12 Three years of professional experience providing a systematic review, analysis, interpretation, and/or evaluation of budgets, mortgages, loans, or other financial data, equivalent to a Financial Analyst, including one year equivalent to a Financial Analyst P11. Alternate Education and Experience College credits may be substituted on a proportional basis (one year of college education may substitute for one quarter of the required experience) for up to one half of the required experience.
