ICF is seeking a Grant Administrator who will support government agencies and service providers in California in administering and managing federal funds which seek to prevent, prepare for, and respond to COVID-19, among individuals and families who are homeless or receiving homeless assistance and to support additional homeless assistance and homelessness prevention activities to mitigate the impacts created by the pandemic. As part of the growing Housing and Community Development/Homeless Services practice area, the position requires experience with the Department of Housing and Urban Development's Emergency Solutions Grants (ESG) program and a willingness to learn about HUD's new Emergency Solutions Grant - Coronavirus (ESG-CV) Program.
The Grant Administrator will work remotely with state ICF staff, subject matter experts, and other staff to assist the client and relevant agencies to provide grant administration and oversight to ensure successful deployment of federal housing and community development funding included but not limited to ESG-CV.
The Grant Administrator will be managing, reviewing, analyzing, and evaluating grant program activities to ensure compliance with grant program requirements, local and federal regulations governing federally funding grant programs. This includes the preparation of grant acceptance documents to formulating processes or procedures for implementation, and maintenance of files and databases necessary for preparing reports.
Key Responsibilities:
Assist with managing disaster recovery funding programs and review of grant applications.
Support the development of policy guidelines, templates and sample documents.
Develop grant management budget and adjust as needed based on expenditure analysis.
Supports and tracks progress, including generating required reports on awarded projects to ensure that funds are used, and activities are completed on time, within scope and budget.
Ensure grant compliance with federal overlay requirements, underwriting requirements, and other specific program requirements of identified funding sources.
Prepare schedules, reconciliations, grant and contract close-out reports related to grant spending as well as review any contract close-out reports or other summaries related to grant and contract spending.
Provide technical assistance to grantees, grantees' program operators on design, documentation and administration of CARES Act and other Federal housing and community development funding.
Explain award process including documents such as Intended Use of Funds, Grant or Loan Agreement, Conflict of Interest Forms and disbursement instructions.
Assist in reporting monthly requirements including LMI job creation and other national objectives, draw requests, payments, line of credit management and compliance.
Provide all necessary support in the development, preparation and submission of required deliverables to the client.
Research and review relevant regulations and policies that support grants allocations.
Maintain and track caseload and track in management information system.
Basic Qualifications:
Bachelor's degree or higher education in Planning, Public Policy, Public Administration, Business, Project Management, or similar area of study. Equivalent work experience may be considered.
5+ years of specific experience in grants management or grant administration for federally funded programs
Knowledge of CARES Act, ESG-CV, CDBG-CV and other similar federally funded programs
Knowledgeable in business operations and financial documents
Preferred Skills/Experience:
Experience with federally-funded community or economic development programs
Experience with the Continuum of Care Program and other federal programs targeted to address the needs of homeless populations
Experience working with entities that are new to administering federal funds but who are deeply rooted in racial equity priorities and/or who have experience with hiring practices to attract and retain staff with lived expertise of homelessness and in particular, Black, indigenous and people of color
Superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude
Professional Skills:
Excellent verbal, interpersonal and written communication skills.
Strong analytical, problem-solving and decision-making capabilities.
Team player with the ability to work in a fast-paced environment.
Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
