Title: Home Visiting Model Consultant (PAT)

Purpose: This position will provide contract monitoring, per Michigan Department of Health & Human Services (MDHHS) requirements, to evidence-based home visiting programs funded through the Department and the Home Visiting Unit (HVU), specifically. This position will also provide consultation and support to programs regarding quality implementation of home visiting programs to meet the needs of families and meet all contract requirements. This position will serve as the coordinator and lead for the implementation of the Families First Prevention Services Act (FFPSA) State Plan in alignment with the MDHHS Children's Services Agency. The Home Visiting Model Consultant will serve as an integral member of the MDHHS HVU state team and contribute to the development of the larger Michigan Home Visiting Initiative as part of the Early Childhood System.
Duties and Responsibilities:
- Provide strength-based consultation and technical assistance to local Parents as Teachers (PAT) grantees implementing home visiting programs in their communities.
- Conduct site visits and on-going sub-recipient monitoring and Quality Improvement monitoring to local home visiting programs funded through MDHHS-HVU to ensure state contract expectations are met.
- Develop procedures with MDHHS HVU staff to ensure successful implementation of home visiting models.
- Support the MDHHS commitment to utilizing a Health Equity framework for all activities.
- Coordinate with MDHHS Children's Services Agency, Family Preservation to ensure appropriate implementation of the FFPSA State Plan including data collection and other requirements.
- Monitor grantees to ensure requirements of FFPSA are completed by funded home visiting programs.
- Work with MDHHS HVU program staff to analyze and develop procedures to integrate home visiting models into the broader Early Childhood and Home Visiting Systems.
- Participate in grant development/writing, grant reporting, conference planning, and other MDHHS-HVU activities as identified by the manager.
- Participate on national and state advisories as requested or invited.
- Contribute to the overall planning and implementation of the state's Home Visiting Initiative.
- Maintain a positive, credible, professional, and interpersonal relationship with all state and local partners and represent the best interest of MDHHS/MPHI.
Qualifications/Requirements:
Education: A master's degree in public health or another closely related public health field is required. A master's degree in social work or counseling will also be considered for this role.
Experience: Professional experience in maternal and/or infant/child health, with at least two years of prevention-focused home visiting. Experience with the child welfare system preferred. Experience providing leadership to other professionals via consultation, training, supervision, or administration is preferred.

Work Environment and Physical Requirements: Standard office environment with remote work opportunities to be determined. Involves viewing a standard screen a minimum of 75% of the time. Position will be located in Lansing, Mi. Requires travel to designated communities across Michigan. Valid vehicle operator's license needed. May be required to travel to national meetings relevant to the implementation of the project and/or state sponsored activities supporting the project.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS: This position will have a direct impact on the implementation of the evidence-based home visiting programs and support local programs to partner with families who are living in communities that contribute to risk experiences, to support positive outcomes. The position will work as part of the MDHHS HVU team to support building the statewide home visiting system.
