JOB SUMMARY:
The individual awarded this position will mainly be working in the Engineering Lab and at job sites doing testing on concrete, dirt, gravel, bituminous mix and manufactured aggregates.
Under direction, performs engineering tasks such as working on a survey crew, drafting, CAD, inspecting construction and permit projects for compliance to federal, state and local standards and specifications, gathering traffic information such as: crash data, traffic counts and assisting with special studies or traffic problems as assigned; performs related duties as assigned.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Performs inspection on routine permit projects or engineering projects (or may work as an assistant to a higher level Engineering Aide) and on construction inspections involving utilities such as: water main, sanitary sewer, storm sewer, gas main, electric, telephone and cable services being constructed within the road of right-of-way (to ensure proper location, depth and alignment). Inspections for construction and permit projects are required in order to ensure compliance to federal, state and local standards and specifications.
Inspects road construction materials such as concrete, bituminous mix and manufactured aggregates. Conducts field and laboratory testing for gradation of particles, binder material condition, compaction, moisture and temperature as the situation demands.
Performs routine density tests and sieve analysis on sand and aggregate samples and HMA pavements.
Attends pre-construction meetings for proposed permit projects and/or residential, commercial, industrial and utility projects to address questions, comments and concerns of the Municipality, engineers, contractors, developers and residents of the community prior to project mobilization and start-up.
Acts as a survey assistant by performing such tasks as using a level, measuring distances with a tape, placing stakes or markers, locating points or markers and translating field notes.
Performs varied drafting assignments and computations.
Performs routine density tests and sieve analysis on sand and gravel samples and HMA pavements.
Performs clerical work including reproducing and scanning plans and data. Revises maps, updates certification maps, construction and maintenance records.
Maintains files of Department property, section corners, construction prints and plans, vehicular crash maps and other files.
Performs right-of-way drafting tasks, reviews and prepares right-of-way legal descriptions parcel drawings, serves legal notices, reviews on encroachments in field, keeps right-of-way records current and provides right-of-way information to the public.
Tabulates traffic counts and stores for further analysis and maintains traffic volume files.
Makes actual counts of traffic in the field and takes photographs of various locations as directed for further analysis.
Cleans and maintains equipment as directed.
Operates a Department of Roads vehicle while performing assigned duties.
Perform administrative functions such as reviewing and writing reports, completing forms and maintaining accurate records
Operates a snow plow truck with underbody blade, front plow and salt spreader insert for winter maintenance.
Works mandatory overtime as directed, including weekends and holidays.
Required to respond to call-out procedures as directed.
Required to participate in random drug and alcohol screens.
May be required to perform duties in areas other than those regularly assigned.
KNOWLEDGE, SKILLS AND ABILITIES
QUALIFICATIONS (Education and Experience):
REQUIRED:
Possession of a high school diploma or a certificate of successful completion of the General Educational Development Test (GED).
Possession of a valid Michigan driver's license and an operable insured automobile for authorized travel.
PREFERRED:
Experience in performing various engineering duties, but not limited to, construction plan interpretation, inspection report accuracy, inventory control, of tested stock and supplies, maintaining record-keeping system, computation of engineering data.
Class A Commercial Driver's License (CDL) with air brake endorsement
SKILLS AND SPECIFICATIONS:
Knowledge of the most current M.D.O.T. procedures such as project filing systems and computer formatting of Field Book.
Knowledge of the most current Macomb County Department of Roads Subdivision Development Procedures, Standards and Specifications and the Macomb County Department of Roads Standard Detail Sheets.
Knowledge of Word, Excel, Internet, E-mail and other related software.
Ability to effectively speak, write and understand the English language.
Ability to speak and understand a language other than English is preferred.
Ability to establish and maintain effective working relationships with elected officials, Administrators, Department Heads, staff, union officials and the public.
Ability to conduct oneself with tact and courtesy.
WORKING CONDITIONS/PHYSICAL DEMANDS:
Operates an automobile while performing assigned job duties.
Lifts, moves and carries equipment and supplies that weigh up to 50 pounds.
Frequently required to stand or walk during entire shift.
Balancing and bending are continually required.
Climbing and/or working at heights is frequently required.
Manual dexterity and regular fine-finger and hand/wrist motions are required for operating a keyboard, writing and filing.
While performing the duties of this position, the employee is regularly required to talk or hear.
Works in harsh weather elements.
