Job Summary
Provides leadership to the overall operations and programs of Substance Use Disorder (SUD) services in coordination with the Child & Family COO. The Vice President of SUD services works to meet or exceed program objectives for all existing SUD programs. Additionally, the Vice President of SUD services provides leadership and direction for new program development and strategic growth utilizing current trends which impact behavioral health. The Vice President of SUD services works with other leaders within the Samaritas organization to ascertain areas which SUD services can supplement/enhance the overall quality of care within other departments.
Duties and Responsibilities
Develop and implement strategic plans for statewide SUD services within Samaritas. Maintain current knowledge of projected trends in service area; assure appropriate planning, development, and implementation of new and existing services to meet market demands.
Partner with the Advancement Department to create and implement annual marketing plans. Guide department leadership in program planning and development, analyzing trends.
Lead staff in budget and fiscal management. Develop, implement and monitor annual operating budget within fiscal guidelines; assure adherence to Corporate Financial Policies and Procedures.
Attain annual financial, service, quality, people, and growth targets for assigned programs. Work with QA to track and monitor outcome data.
Assure Program Managers and/or Center Directors meet all regulatory and quality assurance standards including but not limited to Council of Accreditation (COA), state licensing and contract regulations governing the assigned programs, local ordinances, client rights, and organization policy and procedure.
Provide support in building and maintaining strong, positive relations with local contractual/governmental referral sources including, but not limited to: Community Mental Health (CMH), commercial insurances, Courts, DHHS and health systems.
Provide leadership to SUD management and staff. Partner with Human Resources in staff attraction and retention efforts, including hiring, onboarding, training and development, coaching and counseling and performance management. Ensure delegation of responsibility, authority and accountability.
Work with appropriate state and national professional associations, social agencies, regional entities, and community councils, to meet service objectives, and to interpret the work of the division and represent the organization.
Participate in the development of new programs/services consistent with the goals of the division and the mission of the organization working with the CEO, CFO, VP of HR, VP of IT, and the Samaritas Board.
Provide administrative and clinical direction for all SUD services focusing on Evidenced Based Practices (EBP) including, but not limited to: Motivational Learning, Dialectical Behavioral Therapy (DBT), and Trauma Focused Cognitive Behavioral Therapy (TFCBT).
Ensure that all SUD service providers secure the needed licensing and certifications, and are paneled with providers necessary to provide and be reimbursed for services rendered.

Ability to prepare business letters, summaries, and reports, using prescribed format and confirming to rules of punctuation, grammar, diction and style.
Ability to effectively utilize various computer programs.
Additional Work Requirements
- Unrestricted, valid driver's license with good driving record. Reliable personal transportation suitable for safely transporting persons served; proof of current automobile insurance.
