About DTMB:
The Department of Technology, Management and Budget (https://youtu.be/H_IrVnVjcoA) supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.
About this position:
As an application developer, the employee performs a complete range of information system analyst assignments including, but not limited to, designing, developing, testing, and implementing computer systems and applications for MDOT, in support of the Intelligent Transportations Systems Unit. This position specifically supports the MDOT Intelligent Transportation Systems (ITS) Operations Program Office regarding traffic congestion and traveler information. Serves as an IT technical ITS resource for MDOT Transportation Management Centers statewide that are operational 24 X 7 X 365 and include the Advanced Traffic Management System (ATMS), Connected Vehicles ATMS (CV-ATMS), Central Signals Communication System (CSCS) and provides Internet of Things (IoT) security support for MDOT. These systems provide information to the traveling public, freight moving businesses, police, and emergency responders in Michigan. The systems also provide MDOT real time information for highway treatment operations and directly interface with media stations and local units of government. Duties include researching and recommending technical solutions and providing oversight of development of new hardware/and software and other approved ITS improvement projects. Research, plans, and maintain complex application architecture for the real-time, multi-tasking, multiprocessor environments for capturing data and controlling video images from hundreds of devices running on multi-platform networks, servers, and workstations. Diagnose and recommend solutions to problems affecting hardware/software to keep the system operational. Coordinates with contractors, vendors, and other agencies on technical matters concerning hardware architecture. Analyzes and resolves problems with existing architecture and adherence to DTMB standards.

Position Location:
This position is located in Lansing, MI. This position may work a hybrid (remote/office) schedule with 2 days required in the office per week. Selected candidates who have been approved to work a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.
Signing Bonus:
This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.
In accordance with federal law, all new employees must provide proof of eligibility to work in the United States within three business days of beginning employment . DTMB Human Resources uses E-Verify in conjunction with the federal I-9 form to verify authorization of employment.
Required Education and Experience
Education
Information Technology Programmer/Analyst P11/12
Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Possession of an associate's degree with 16 semester (24 term) credits in computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, project management, or mathematics and two years of experience as an application programmer, computer operator, or information technology technician; or two years (4160 hours) of experience as an Information Technology Student Assistant, may be substituted for the education requirement.
OR
Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.
