Summary
The Hydrochlorination Manufacturing Start-up Engineer is aligned to Manufacturing Expansion activities and serves as a Manufacturing liaison providing input to the Capital Project design and Construction Teams applying technical discipline knowledge to review design, solve problems, assess performance and optimize manufacturing processes to meet the project scope. The individual is also responsible for organizing and leading plant asset commissioning with consideration to the elimination of safety, quality, process or reliability defects in the area of responsibility through turnover to Manufacturing.
Essential Functions
- Participates in Start-up team activities. Leads process commissioning activities, including detailed commissioning and quality performance planning.
- Participates in pre-construction Engineering Reviews, including Safety Reviews, and Project Planning.
- Follows construction progress and participates in problem-solving of construction, installation and schedule issues.
- Communicates with Project Stakeholders in a logical, systematic and timely manner regarding commissioning planning and progress.
- Leads the Management of Change (MOC) activities for the project as necessary to facilitate the safe and quality-appropriate activities required to commission the process or equipment.
- Manages all aspects of pre-commissioning, commissioning and checkout, through initial energization, chemical loading, heat-up and start-up of new processes, equipment and associated system.
- Works with the Operations Excellence & training team to develop training documentation for the Operations Staff and start-up tam.
- Completes necessary documentation for Project turnover to Manufacturing.
Additional Duties/Responsibilities
- Work with Operations and Shops teams to schedule and document commissioning activities.
- Participate in Functional or Factory Acceptance Testing of processes and equipment.
- Organize Process Startup Safety Reviews (PSSR) prior to critical commissioning activities.
- Spearhead and document construction and commissioning “punchlist” work and drive these to safe and timely resolution.
- As needed, some off-hours or shift work maybe required to lead and/or execute startup commissioning activities. Travel may also be required.
