GENERAL DESCRIPTION OF POSITION:
Lead complex, multi-phased, technically challenging projects from initial concept development and proposal preparation; through program kick-off and prototype development; into volume manufacturing and support of production.
Perform program management on multiple projects for vehicle suspension systems and sub-systems for defense and commercial product lines. Lead the preparation and execution of technical and financial performance reports to customers as well as senior management. Prepare and maintain program plans and integrated master schedules, work break-down structures, and identify critical path to program completion. Prepare resource loading schedules and work with senior management to adjust / balance as needed to ensure program completion within manpower and budget constraints.
Position will require working closely with customers, engineering, manufacturing, supply base, and other Horstman divisions to execute program. Occasional travel to customer facilities and / or other Horstman Divisions in US, UK and Canada will be required.
PRIMARY DUTIES AND RESPONSIBILITIES:
Determine program plan by evaluating project requirements, customer specifications, performance capabilities, and critical hardware lead-times.
Assess program feasibility and develop risk studies on multiple approaches with detailed cost estimates and timing plans.
Prepare detailed project plans and supporting analysis for program proposals and quotations.
Develop project objectives and key milestones by reviewing project proposals and plans; conferring with management.
Determine project responsibilities by identifying project phases and elements; assigning personnel to phases and elements; reviewing bids from sub-contractors and suppliers.
Develop integrated master schedule by studying project plan and specifications; calculating time requirements; sequencing project elements.
Maintain project schedule by monitoring project progress; coordinating activities; resolving problems.
Control project plan by scheduling periodic management reviews for design, specifications, and plan/schedule changes; recommending actions.
Prepares project status reports by collecting, analyzing, and summarizing information and trends; recommending actions.
Communicate programmatic status of project with customers, suppliers, and/or Horstman team thru written reports and presentations as required.
Review contract terms and conditions, certificates and compliance requirements and recommend actions.
Compliance with all import/export regulations and maintain ITAR TAA database and proprietary data exchange documentation.
Implement corrective actions to company operating procedures as necessary for continuous improvement and ISO Certification.
The Program Manager reports to the V.P. of Engineering.
Bachelor of Science Degree in Business Administration, Mechanical Engineering, or equivalent General Engineering Degree.
Technical background & experience sufficient to have basic understanding of design engineering and manufacturing processes.
5 years of experience as a program manager on multiple projects and customers.
A strong knowledge of defense contracting systems and program management responsibilities.
Must be energetic, highly motivated, self-starting individual, with a strong capability to multi-task, self-learn and driven to complete projects.
Must be detail-oriented with a high standard for accuracy and thoroughness
Exceptional communication skills in spoken and written forms are also required.
Must be extremely proficient with MS Office tools particularly Project, Word, Power Point and Excel.
The ideal candidate will possess one or more of the following qualifications:
Significant defense contracting experience with major prime contractors and U.S Government Agencies.
Project Management Professional (PMP) certification.
