Job Responsibilities: This position serves as a senior leader in the HR organization and is responsible for managing all recruiting staff and recruiting activities/strategies for Howmet Aerospace Whitehall Operations. Primary responsibilities will include:
Develops cost effective staffing plans and strategies to meet the talent needs of the business.
Recruits and interviews applicants and recommend selection to fill vacant positions. Develops sources of qualified applicants. May perform reference and background checks.
Assures that Human Resources activities pertaining to Equal Employment Opportunity (EEO) are in strict compliance with all Howmet policies and procedures and with governmental laws and regulations. Establishes realistic goals for EEO and Affirmative Action plans and provides support to achieve them. Interfaces, as company representative, with government agents conducting audits on the company's employment policies and practices.
Counsels with managers, supervisors, and employees at all levels to develop recruitment strategies.
Determines Internet and print recruiting strategies to ensure attracting and recruiting the best candidates. Writes and places job advertising in various media.
Develops and maintains contacts with educational institutions, employment agencies, placement firms, and other sources of applicants.
Manages the maintenance of data on recruitment activities, applicant flow, interviews, hires, transfers, promotions, and terminations.
Conducts exit interviews.
Administers Relocation Program for internal transfers and new hires.
Manages employees involved in the recruiting process.
Manages the corporate Engineer Training Program (ETP). Develop technical training assignments for engineers and monitor ETP progress.

Adaptive --moves between open positions, candidates at varying stages of process, hiring leader needs and other responsibilities seamlessly; maintains awareness and systems to solve problems or provide service
BASIC QUALIFICATIONS:
Bachelor's degree in Business Administration, Human Resources Management, or related field from an accredited institution.
This position requires a minimum of ten years of related experience.
Employees must be legally authorized to work in the United States. Verification of employment eligibility will be required at the time of hire. Visa sponsorship is not available for this position.
This position is subject to the International Traffic in Arms Regulations (ITAR) which requires U.S. person status. ITAR defines U.S. person as an U.S. Citizen, U.S. Permanent Resident (i.e. 'Green Card Holder'), Political Asylee, or Refugee.

Must be familiar with a variety of fields, functional and academic concepts, practices, and procedures.
Must be a strong negotiator with strong sales skills.
Possess a thorough understanding of sourcing strategies
Possess the ability to build relationships, strong follow-up skills, excellent listener, and be personable and approachable.
Strong computer skills working with Microsoft Office (Word, Excel, Outlook)
