Essential Function of the Job
As the Lead Housing Resource Specialist, will provide guidance and insight to the Housing Resource Specialists regarding internal processes and Housing First case management. This position will maintain a small caseload responsible for completing intakes with eligible households and working with program participants to develop and implement a client-based housing plan.

- Provides training, guidance, and support to Housing Resource Specialist on internal policies and processes and Housing First case management. Will be responsible to approve new enrollments for the Housing Resource Specialist.
- May complete program quality reviews and make recommendations regarding process and training based on findings.
- Complete intake and assessment for individuals who may be homeless or at risk of becoming homeless for programs that provide emergency basic needs assistance for items including rent, rental arrearages, utility assistance, motel stays, and others.
- Create a Housing Plan with the client, intended to create a path to permanent housing stability. Provide case management, housing stabilization services including arranging, coordinating, linking, and monitoring the delivery of services to assist eligible households in obtaining and sustaining housing stability. Must meet with the households at least monthly.
- Develop a working knowledge of the local rental housing stock (i.e., turnover rates, area landlords, and the condition of their property), available resources, service providers, and support groups within the service area.
- Establish and maintain relationships with landlords and property managers within the service areas.
- Maintain client files (electronic and hard-copy, as appropriate).
- Independently perform on-site housing quality checks/inspections.
- Prepares and submits timely and accurate reports to supervisor, as requested.
- Develop and maintain a clear understanding of current Housing Program Grants within the agency.
- Gain training and maintain a working knowledge of the Homeless Management Information System (HMIS) to enable position to become a System Administrator for the Agency.
Requirements of Work
- Ability to obtain/maintain DHHS MIBridge’s Navigator status.
- Ability to work respectfully and non-judgmentally with homeless and low-income households to help support their path to self-sufficiency.
- Accuracy and detail in completing forms.
- Ability to develop working relationship with local area agency personnel.
- Ability to identify community needs regarding the homeless population.
- Ability to communicate target area needs to management personnel.
- Access to reliable transportation.
- Must be willing to travel as needed.
- Other duties, as assigned by Supervisor.
- Satisfactory review of Criminal History Check.
Desirable Minimum Training and Experience
- At least one year experience working with low-income families is desired.
- Background showing concern for problems and needs of low-income community.
- Ability to act and respond effectively in crisis situations.
- Ability to communicate effectively orally and in writing.
- Bachelor’s Degree in Family Studies, Social Work or related field.
- Experience with the Homeless Management Information System (HMIS) or DBA FacsPRO is a plus.
